The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility integrates cross-cutting themes across sectoral programs, including gender equality, disability and social inclusion, climate change, emergency preparedness and response, and civil society engagement. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries, including those who are often marginalised.

The Schools Recovery Program (SRP) has been established by DFAT to support Fiji for Tropical Cyclone Yasa recovery through school design and re/construction works for nine existing schools that were damaged and are located Vanua Levu (Fiji’s second island). The current scope of the program may be increased if budget and timeframes permit. The program aims to deliver designs and construction that is fit for purpose, cyclone resistant, based on environmentally sustainable design principles to minimise environmental impact and maximise durability and sustainability of the building life.

The Program contributes to the strategic priorities of MEHA to promote equal access to quality education for all children by constructing safe and accessible schools. The program ensures the promotion and integration of GEDSI (gender equality, disability and social inclusion) and safeguarding in design, construction processes and the built environment. The program promotes women’s participation and decision making, empowerment of women-led business and engagement with local communities through the individual School Boards.

The Program has commenced with establishment of the Program Management Unit (PMU) and the engagement of an architectural firm for the design and supervision of works. The Program is to be completed by June 2024.

The Position

The Program Manager (PM) is responsible for leading and managing the delivery of the program as a component program of the Facility.

This requires the PM to establish and maintain effective working relationships with the DFAT Suva Post team, school representatives and representatives of the Ministry of Education Heritage and Arts (MEHA), the Ministry of Economy (MoE) and applicable local authorities.

The PM will be a member of the Facility’s Management Group (MG) and will be a champion for cross-cutting themes and accountable for ensuring compliance with DFAT and Facility/Tetra Tech organisational and operational policies and procedures by the program. In particular, the PM will be accountable for proactively identifying and mitigating risks of Sexual Exploitation Abuse and Harassment and Child Protection across all phases of the program.

The Person

To be successful in this role, you will have a degree level qualification in Architecture (preferred) or Civil Engineering. You will have a proven record of achievement over a minimum of seven (7) years of experience in managing and delivering of building/infrastructure project including design, procurement, contracting and oversight of supervision of construction works

We are seeking candidates who have strong, dynamic leadership skills including demonstrated ability to successfully build and manage relationships with a broad range of stakeholders, including senior donor and Government officials.

You will be required to demonstrate a strong understanding and experience in project management and implementation, financial management, reporting and work planning. You will be required to demonstrate commitment to Gender Equality, Disability and Social Inclusion (GEDSI), child protection and the Prevention of Sexual Exploitation Abuse and Harassment (PSEAH).
