About the Position

Position Title: Program Manager – Protection Position Type: Full-time, long term

Location: Washington, DC

Travel: 10 – 20% (primarily international)

Reporting to: Director, Protection

Key Responsibilities

  1. Support and facilitate the work of InterAction members through Working Groups and communities of practice, fostering a collaborative work environment, facilitating collective analysis and planning, and jointly implementing activities.
  2. Develop relationships with NGO counterparts at field level, including country level NGO consortia, to extend InterAction support on protection issues of critical concern and in support of NGO roles in collective protection strategies, including through field support missions and reporting on findings and recommendations.
  3. Act as the InterAction representative and liaison in the Global Protection Cluster (GPC) Advocacy Task Team, facilitating input and direct engagement of InterAction members, co-leading collaborative initiatives and, in conjunction with other InterAction staff, ensuring effective representation of NGO perspectives.
  4. Act as the InterAction representative and liaison in the Core Group of the GBV Area Of Responsibility (GBV AOR) of the Global Protection Cluster, as well as in the Call to Action on Protection from GBV, contributing actively to collaborative initiatives and, in conjunction with other InterAction staff, ensuring effective representation of NGO perspectives.
  5. Promote the development and implementation of U.S. and inter-agency policy and guidance on protection, including engagement with InterAction members, other NGOs and NGO consortia, other humanitarian actors, and donors at field and HQ levels.
  6. Collaborate with other team members to advance InterAction’s work on results-based protection and strengthening adherence to international humanitarian law and policy and practice for the protection of civilians in armed conflict, including by facilitating connections on these issues among InterAction members and with inter-agency fora.
  7. Lead and/or act as the focal point to advance specific projects addressing thematic and crisis-specific concerns and their implications for protection policy and programming. This may include research and analysis, facilitating dialogue among InterAction members, relevant Working Groups, HPP team members and other stakeholders.
  8. Contribute to the overall the program design of the protection team, and contribute to proposal and budget development, grant reporting, and other activities in support of securing resources for InterAction’s work.
  9. Foster and maintain successful working relationships, undertaking outreach to relevant external stakeholders within the U.S. government, UN entities, other NGOs and NGO consortia, subject matter experts and others.
  10. Collaborate with HPP team members to identify and develop connections between protection concerns and HPP’s other priority issues and activities and contribute to strategic planning and collaborative initiatives.
  11. Additional duties as assigned.

Qualifications

The ideal candidate will demonstrate a high capacity for inter-personal and inter-agency collaboration, conceptual and analytical thinking, and ability to distil and communicate complex ideas. Candidates should excel at managing multiple tasks and projects simultaneously and should have experience facilitating collaborative work processes.

Specifically, they possess:

    • A minimum of 5 years of progressively responsible professional experience working humanitarian and protection issues (including technical experience related to the prevention and response to GBV), including operational roles in situations of armed conflict, and at least two of which are with NGOs – Writing skills, demonstrated by an ability to prepare clear and concise reports, articulating options concisely, conveying maximum information, making and defending recommendations. – An ability to work independently, to plan and organize, establish priorities, manage and monitor work plans, coordinate competing demands, and work to tight deadlines. – Proven interpersonal skills and demonstrable commitment to a collaborative approach. – Experience participating in and managing collaborative inter-agency program design and/or policy processes. – Familiarity with the humanitarian architecture, specifically the IASC, the Global Protection Cluster and its relevant task teams and leadership and coordination structures – Familiarity with current issues related to protection in armed conflict, and key policy and operational challenges to enhancing protection in practice, including familiarity with international humanitarian law, human rights law, and refugee law. – Experience and skills in designing and organizing events, such as workshops and roundtables – Strong interpersonal skills and experience managing, facilitating and representing the interests of diverse constituencies. Capable of both representing the collective, and preparing members and InterAction staff to do so. – Availability for international travel, potentially to insecure environments. – Fluency in languages other than mother tongue is a plus.

Primary Relationships

As part of the protection team in the Humanitarian Policy and Practice (HPP) unit, the Program Manager for Protection works closely with other members of the protection and HPP teams, coordinates with other InterAction units, InterAction members, other NGOs and NGO consortia, UN entities, the ICRC, and through inter-agency fora, to address critical protection concerns and strengthen collective ability to achieve protection outcomes.

Base Salary and Benefits:

The salary range is 70,000 to 80,000 and includes an excellent benefits package.
