SUMMARY

This position is an exciting opportunity to join a growing organization in developing its global humanitarian and development practices. The primary function of the Program Manager is to support the Country Director in designing and supervising the implementation of programs and provide technical oversight to all projects. As part of the senior leadership team, the Program Manager also plays an active role in planning, designing, implementing, developing, and administrating of IsraAID Mozambique programs and strategy under the leadership of the Country Director.

The Program Manager will oversee the IsraAID programs in Mozambique, and particularly in Cabo Delgado combining management and oversight with department development. The Program Manager will guide the development and implementation of the programs in the field. In this capacity, she/he will lead the designing of concrete implementation plans for each project, provide budget oversite, and ensure donor reports are of excellent quality and prepared in a timely manner. He/she will be responsible to manage staff members and coordinating relationships with stakeholder (partners, community leaders, beneficiaries, etc). He/she will identify needs for specialised expertise and work under the supervision of the Country Director to fill those gaps. He/she will utilize and adapt existing program management and MEAL tools under supervision of Country Director and in collaboration with IsraAID HQ.

RESPONSIBILITIES

  1. Program Management
  • Reporting to the Country Director, proactively overseeing all projects in country through all components of the project management cycle providing ongoing managerial support to coordinators.
  • Ensure that the program, projects, and activities have clear and realistic objectives, identifiable direct/indirect beneficiaries, have a concrete, realistic and impact-oriented implementation plans.
  • Ensure effective monitoring and evaluation processes and procedures are followed for the program for the effective and ethical implementation of the program.
  • Effectively monitor budget implementation against programmatic targets, with support from Country Director, the MEAL officer, and the programs team.
  • In collaboration with all relevant staff, oversee timely reporting for the program according to internal IsraAID and donor requirements, ensuring strict compliance with donor contract requirements and reporting deadlines, and the verification of submission shared with the Country Director and relevant HQ staff. Simplify and move under MEAL.
  • Lead in organizing project meetings, covering all aspects of project planning and implementation.
  • Ensure that the program, projects, and activities are designed and implemented according to the Country Office Strategy, IsraAID’s, and international programmatic protocols, guidelines, ethics and standards.
  • Report to Country Director on a weekly basis on activities, achievements, challenges, recommendations for program improvement, and program staff development.
  1. Staff management and Professional Technical Support
  • Manage and support programs team, directly supervise project staff (and ensure reporting lines are observed).
  • Manage staff for programs: design staffing plans for each program in coordination with Country Director to identify recruitment needs.
  • Determine training needs for program staff and facilitate the participation of these staff in order to build capacity.
  • Manage the Human Resource function within his/her team – advise manager on recruitment needs, provide leadership and support, ensure compliance with policies, maintain appropriate orientation, evaluations, remuneration (timesheets and payslips), mentoring, development and coaching.
  1. Strategy and Planning
  • Ensure effective implementation of the yearly strategic planning for all programs (using existing protocols and guidelines)
  • Accompany IsraAID’s national partners in the design and implementation of quality realistic programmatic intervention, taking into account the needs on the ground, IsraAID’s mandate and capacity of the partner, as well as donors’ requirements.
  • Identify and collect the best practices to contribute to program experience and design.
  1. Administrative and financial management
  • Ensure all budgeting, administrative, and procurement requirements, related to the programs are met in a timely and effective fashion.
  • Coordinate with the finance team the budget planning, reporting, and monitoring of program spending versus program goals and timeframe.
  • Work closely with the Country Director to secure strategic funding opportunities and develop proposals based on identified gaps and needs
  • In coordination with the DEVCOM Department, produce quality reports to ensure accurate, coherent, and timely reporting.
  1. Partnership
  • Foster a spirit of collaboration and empowerment with IsraAID international, national, and local partners.
  • Identify, reach out and create collaboration with partners such as CBOs and academies which is in line with the Country Office vision and strategy
  • Ensure that all program decisions are taken in alignment with country priorities and in coordination with INGO and Local CBO partners, donors, relevant government structures, and community
  • Ensure non-duplication, but complementary of programs with other partners operating in same locations and in similar sectors of activity.
  • Attend in country coordination meetings, other relevant meetings with authorities, donors and other stakeholders as required by the Country Director

    • Understanding of and commitment to the principles of non-discrimination, local ownership, sustainability, inclusiveness, local partnership, do-no-harm, and apolitical approach; codes of conduct against sexual exploitation and abuse; and against child exploitation and modern slavery;
    • Commitment to abide by IsraAID’s and UN’s codes of conducts and principles. – Commitment to humanitarian principles.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree or master’s degree with at least 5 years of experience in business or related field (International Development, Education, Psychology, Community Support Work, Sociology, etc).
  • Experience in education or protection is a Must.
  • Proven experience, of at least 5 years in Program Management in a humanitarian setting.
  • Proven stakeholder management skills.
  • Proven experience managing a team.
  • Experience using computers for a variety of tasks and competency in Microsoft applications including Word, Excel, Gmail, and Outlook.
  • Understanding of project management including budget, human resources, and equipment.
  • Fluent in English and Portuguese.
