Program & Job Overview: Implemented by the IRC, the Cultural Orientation Resource Exchange (CORE) is a technical assistance program that connects and supports refugee resettlement staff globally to deliver effective Cultural Orientation (CO) which helps refugees achieve self-sufficiency in the United States. As part of this work, CORE hosts and manages the CORE website and learning management system, as well as Settle In digital properties. CORE is funded by the U.S. Department of State, Bureau of Population, Refugees, and Migration.
The Program Manager, Online Learning and Engagement, will report to CORE’s Senior Program Officer, Learning and Engagement, in support of CORE’s capacity-building initiatives, specifically managing CORE’s online learning platform, assisting in the delivery of virtual and in-person learning opportunities, practicums, and supporting training and capacity building monitoring activities. The Program Manager, Online Learning and Engagement, will coordinate with CORE staff and work effectively with CORE’s external stakeholders.
Major Responsibilities:
- Manage CORE’s learning management system, including auditing and updating the system regularly, using Articulate to update course content, responding to online course requests, and conducting user testing;
- Ensure development and dissemination of CORE Connection newsletters in coordination with the CORE team;
- Collaborate with appropriate staff to create online courses in Articulate 365, inclusive of managing registration and email communications, completing registration reports, documentation of follow-up actions, and file management;
- Coordinate with the Senior Program Officer, Learning and Engagement and other team members to ensure course content, resource materials, and newsletter communication have one consistent web-appropriate voice;
- Manage ongoing content updates to CORE’s high-priority resources in coordination with CORE team;
- Manage Mural, Zapier, YouTube, and Mailchimp accounts;
- Support monitoring activities for CORE’s capacity building initiatives, including quarterly reporting related to online learning and engagement;
- Support development of CO provider-facing resources, including designing resources and supporting the development of multimedia assets;
- Deliver learning opportunities to CO providers as needed;
- Collaborate with other CORE staff to ensure maximum visibility and integration of all new CORE resources;
- Support the development of presentations at internal and external workshops and conferences, and other events, as needed;
- Perform other duties as assigned.
Job Requirements:
- Undergraduate degree or two to three years of relevant work experience required;
- Experience in refugee resettlement programs preferred;
- Familiarity with online learning management systems and web-based approaches preferred;
- Demonstrated command of PowerPoint, Zoom, and online learning platforms or programs, with the ability to learn new technologies quickly;
- Excellent written and oral communication skills: the ability to communicate effectively with colleagues and partners;
- Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines;
- Knowledge of and experience using Articulate 360 preferred, but not required;
- Knowledge of and experience using Microsoft excel to manage and analyze data preferred, but not required;
- Strong commitment to social service or humanitarian assistance programs and willingness to adhere to IRC’s code of conduct;
- Demonstrated knowledge of the US Refugee Admissions Program and Cultural Orientation programs preferred;
- The ability to be flexible and work well under pressure in a fast-paced team environment.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
