Overview: DT Global is seeking a Program Manager to join the Learning and Innovation (L&I) Division based in Madrid, Spain. The L&I Division is responsible for supporting DT Global’s field projects for USG clients and for implementing monitoring, evaluation, research, and learning (MERL) field projects for FCDO, GiZ, UN agencies, and other non-USG clients. The L&I project management unit oversees the execution of projects, from contract signature to close down; delivery and approval of the final report and final payments received; confirmation by the client/beneficiary satisfaction certificate, and administering After Action Review evaluations to ensure client satisfaction.

The Program Manager, under the supervision of the Senior Director of MERL, will oversee the following duties and tasks for these projects:

  • (50% time) DT Global provides Third Party Monitoring (TPM) services in Syria for the German Federal Foreign Office (FFO). Under Syria TPM, DT Global monitors and verifies German-funded stabilization programs and humanitarian assistance in Northwest Syria and provides atmospheric reports on northeast Syria. All communication with the client will be done in English.
  • (20% time) DT Global provides Third Party Monitoring (TPM) services to the UN Mission in Mali. DT Global monitors, verifies, and contracts stabilization efforts in Mali and provides atmospheric reports. All communication with the client will be done in French.
  • (20% time) DT Global provides evaluation services under four long-term agreements (LTAs) with the UNFPA, UNICEF, UNHCR, and WFP. These evaluations are ad hoc and sporadic, with 80% of the work being done by consultants, and thus managing consultant contracts and being highly organized is crucial. Communication with the client and expert/consultants can happen in English, Spanish, or French.
  • (10% time) DT Global is working to support a global learning and innovation practice. This part of the time will focus on assisting in this space and/or creating documents in French, Spanish, and English that promote L&I’s work. This may include support to business development efforts with donors including but not limited to the United Nations, UK Foreign Commonwealth Development Office (FCDO), and German Federal Foreign Office (FFO).

Primary Tasks & Responsibilities:

  • Comprehensive management of all project implementation issues, such as:

    • Familiarity with relevant policies and procedures, including project host country laws and regulations; DT Global policies and procedures; donor regulations; and be accountable for project compliance with these laws, regulations, policies, and procedures.
    • Management of all project resources, with a special emphasis on human resources management (profiles with high qualifications and expectations)
    • Budget management supervision and improvement
      • Review and approve monthly field-office expenditures
      • Prepare, support, and monitor invoices, and expenditures, including inputting monthly invoices into the budget tracker and assisting with preparing budget modifications and projections as needed.
      • Prepare projections/fiscal outlooks quarterly. Monitor project budgets, burn rate, and approve budget modifications.
  • Process contract submission documents

    • Process approvals, modifications, and procurement actions for internal and external clients.
    • Follow up on the preparation of contractual progress reports and quality control.
    • Prepare and submit quarterly invoices to clients per award documentation. Liaison with clients on any discrepancies between invoices and payment plans.
  • Document management and archiving

    • Monitor processes to ensure proper procedures and rules are followed
    • Maintain project files and audit as needed
  • Relationship management with clients, consortium partners, and experts/consultants

    • Maintaining experts/consultants’ database and searching, identifying, and supporting the selection of new experts/consultants.
    • Support the recruitment, mobilization, and demobilization of experts/consultants and long-term project staff
    • Expert/Consultant negotiation/contracting phase
    • Drafting new expert/consultant contracts and drafting client and expert/consultant contract modifications
    • Expert/Consultant onboarding to DT Global processes
    • Track the expert’s/consultant’s level of effort and ensure it is in line with the budget
    • Client and expert/consultant invoicing and liaison with accounts payable
    • Process expert/consultant travel requests and process time materials and expense reports
    • Expert/Consultant deliverables report supervision/revision, including taking minutes, delivering brief reports and PowerPoint presentations, ensuring technical deliverables are formatted with proper branding requirements established by the contract, and copy-editing other work as required.
    • Manage relationships with consortium partners: contractual issues, invoicing, payments, information, and communication
  • Technical and Business Development (BD) strategy:

    • Support L&I MERLs strategy by collaborating with the BD Manager on upcoming bids, conducting desk-based research, and documentation of methodologies
    • Prepare information needed for business development and DT Global communications materials, such as past performance reviews, CVs, charts, program summaries/brochures, and concept papers for current and future programs and funding opportunities.
    • Note-taking and L&I meeting preparation
    • Handover support for new Project Associates or Project Managers
    • Other tasks as required

Education & Minimum Qualifications:

  • Bachelor’s degree or equivalent in economics, business administration, law, trade, international development and humanitarian assistance, research, or one of DT Global’s implementation sectors.
  • At least 3 years of professional experience in development projects (at a national or international level) that have involved some or all of the following
    • Familiarity with UN agencies and policies
    • Experience with Civil Service (Government or International Organizations) or
    • Experience with Non-Governmental Organizations (NGOs) or Civil Society Organizations (CSOs)
  • Familiarity with the multiple donors including EU, FCDO, DANIDA, WorldBank, GIZ, etc. institutions and policies will be positively evaluated
  • Strong organizational skills and ability to manage multiple tasks simultaneously
  • Resourceful, systematic, results oriented, and able to set priorities
  • Ability to meet strict deadlines and adapt quickly to changes under pressure
  • Strong business writing, analytical, and problem solving skills
  • Exceptional interpersonal and communication skills
  • Team player with proactive attitude, especially towards client management
  • Comfort working with numbers and budget control
  • Ability to work autonomously on varied schedules, as the projects are based globally with reporting lines to the US office
  • Full Proficiency in Spanish at C2 Level
  • Proficiency in English and French at a C1/C2 level, especially in business communication, writing emails, reviewing documents, and copy-editing PowerPoints.
  • Ability to travel internationally for project related tasks as well as to the corporate offices in Washington, D.C., the UK, and Kenya.

Preferred Qualifications:

  • Knowledge of development programs funded by UN agencies, and EU donors, specifically GiZ
  • Project management training and/or certificates in project management from a reputable organization
  • Understanding of virtual learning, facilitation, and evaluation platforms, such as MIRO, Mural, Poll Everywhere, MS Forms, etc.
