ROLE OVERALL SCOPE:

AAF is looking for a Program Manager in Iraq.

The Program Manager is responsible for the direct oversight and overall management of AAF���s humanitarian projects in the whole of Iraq. The PM supports the program response and the support teams by providing information on the progress of the programmatic interventions, providing direction to individual program officers on their projects and ensuring a multi-sectoral and/or integrated approach across programs where feasible.

The PM���s role includes responsibilities to identify needs and resources and elaborating program recommendations with AAF Iraq management.

The post-holder will take part in developing the response strategy and identification of the necessary resources for the response. In coordination with the support teams and programs advisor, the PM will support Program officers to incorporate the relevant thematic advisory to provide appropriate design, training and MEAL functions for programming in… Iraq. The PM will establish working relations with other agencies, looking for opportunities for partnership and fundraising with donors to ensure resources are made available to the response.

Responsibilities and Tasks

Program implementation:
��� Ensure that the AAF program teams and implementation complies with all AAF Management Operating Standards and Standard Operating Procedures
��� Ensure that all required support is provided promptly, at scale and in line with the rules and principles while working closely with the program advisor
��� In collaboration with the Program Advisor, AAF management and supports teams, assume implementation of the programmatic side of the AAF Iraq humanitarian response.
��� Ensure the large number of multiple grants (across all sectors), contribute to the achievement of the response strategy ensuring strict compliance of program activities with AAF policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and code of conduct.
��� Ensure the integration of other sectors to strengthen the quality and geographical coverage of the humanitarian response to include new areas of need and additional sectors like early recovery/resilience
��� Take overall leadership and oversight on the management of response budgets, keeping relevant stakeholders informed and ensuring any corrective actions are taken to meet donor guidelines
��� Establish project monitoring plans and systems for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring and inform learning.
��� Ensure optimal safety and security management procedures and practices are in place for the emergency response program and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly
��� Plan, identify and resource appropriate and effective structure & staffing needs for entire response (including ensuring that personnel policies are in accordance with national laws)
��� Maintain a robust MEAL system to measure achievement and progress toward program goals and results
��� Responsible of the risk management, risk assessment, and define alternative solutions for all the program department and its projects.
��� Perform other tasks as outlined by the line manager

Staff Management:
��� responsible for the daily management and supervision of the program
��� Coach and train program officers on all program related subjects to ensure coherent project management
��� Responsible on evaluate the staff, capacity building, and work on develop the internal process of AAF. In addition, assist in develop AAF policies and manuals if needed.
��� Ensure that all program designs and budgets are comprehended. And capacity building plans and performance management systems are in place. Ensure training plans including capability statements and measuring systems to allow the development of the requisite competencies in staff at each level to ensure timely delivery of a quality of response
��� Coach and mentor international and national staff and partners and link in to wider organizational talent development mechanisms.

Fundraising:
��� Provide strategic vision and direction to the AAF���s Iraq Program
��� Take a lead role in developing program strategies and annual plans ensuring coordination of all technical input to country strategy, proposals and reports
��� Through embedding direct and remote processes into each sector program design, ensure strong accountability to beneficiaries
��� Ensure the design and development of programs of a high quality that contribute to the Country Office���s strategies and plans
��� Ensure that the different technical sectors of the Country Office are coordinated, integrated and support each other to optimize programs and projects
��� Ensure that Program advisor provides input into proposals and proactively and regularly communicate planned requirements for program design and implementation to relevant CO departments/functions
��� Support the Country Director in ensuring adequate resources are secured for program activities from both grants and the private funds of AAF, including identifying strategic leads and concepts
��� Ensure excellent coordination and cooperation with program advisor as well as support teams during implementation
��� Lead in conceptualizing and designing cost effective, innovative and high quality programs to serve difficult to reach beneficiaries

Reporting:
��� Develop and review all donor project reports as per the reporting schedules and work with the respective program advisor to finalize drafts at field level before submitting to CD for approval
��� Ensure the preparation of timely program and donor reports on project activities in compliance with internal AAF requirements and any relevant external donor requirements
��� Ensure all donor project reports meet the respective donors��� guidelines
��� Lead on internal and external program/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination with program advisor
��� Submit weekly and monthly reports to CD

Coordination, Networking, Advocacy and social media:
��� Attend and advocate on behalf of AAF at all clusters related to AAF���s strategic thematic areas
��� Contribute to AAF media and advocacy reach through its current platforms
��� Establish, maintain, and improve active and regular working relationships with: host government authorities, partner agencies including humanitarian and development donors, and local and international NGOs
��� Develop an organizational culture that reflects AAF���s mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up AAF people to deliver outstanding results for the most vulnerable and excellent customer service for our donors
��� Represent AAF���s program response to donors, the media and other members of the humanitarian community regular and ensure assessments of AAF is done on a regular basis
��� Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of the beneficiaries are being addressed
��� Regularly undertake high level representation and advocacy with Government partners and officials as well as donor representatives. Establish systems for communication with local Government partners, relevant line departments and community representations in the project area(s).
��� Lead on organizational level operational practice, innovation and learning in consultation with Humanitarian team.
��� Oversee the implementation of AAF policies and procedures with respect to reaching the unreachable, health and safety, equal opportunities and other relevant policies.

Qualifications & Preferred Skills

Essential
��� Extensive experience 4 years and above of working a management role within a complex country program within the humanitarian sector
��� Previous experience of managing program teams in large-scale responses
��� Education: MA / MSc level (or equivalent field experience)
��� Experience of managing multi-donor, multi-site programs
��� Multi-site security management in insecure environments
��� Experience of high level representation with key stakeholders, and co-ordination with other NGOs/UN
��� Experience of M&E and beneficiary accountability systems
��� Experience of developing and negotiating successful partnerships with institutional donors
��� Proven ability to influence change at an operational and strategic level
��� Politically and culturally sensitive with qualities of patience, tact and diplomacy
��� Proven reporting and communication skills
��� A high level of written and spoken English
��� The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
��� Commitment to the aims and principles of AAF. In particular, a good understanding of the AAF���s mandate and an ability to ensure this continues to underpin our support

Desirable
��� Previous experience in Iraq
��� Arabic or Kurdish is an asset
��� Experience of media representation and advocacy

POLICIES AND PROCEDURES : the role holder will be expected to abide by AAF���s policies and procedures throughout contract length.

SAFETY AND SECURITY: the role holder will be required to carry out duties in accordance with AAF���s S&S procedures.
