Position Summary
The Program Manager oversees the development, implementation, and effectiveness of the SAMHSA/Wheeler IECMH grant. The IECMH Program is a multi-faceted program designed to provide a continuum of care for children birth to 12 served at Wheeler’s Hartford Health & Wellness Center.
Education And Experience/Qualifications
Master’s or Doctoral degree in Psychology, Social Work, Marriage and Family Therapy, Counseling, or other human services related field plus five years of experience working psychotherapeutically with families and young children using a relationally-based model. Significant experience working in community and home based settings required. Minimum three years of experience providing supervision to Master’s level clinicians.
Credential(s) Required: Connecticut LCSW, LPC, LMFT or Psychologist license required.

Essential Duties And Responsibilities
Ensures goals, objectives, and tasks of the IECMH grant are executed according to established timelines and within budget constraints.
Provides daily administrative and programmatic oversight including recruiting, hiring, training and supervising project staff.
Works with program staff to ensure that children and families have access to a continuum of services, including prevention, identification and early intervention/treatment.
Provides direct clinical and administrative supervision to the IECMH team, including the Child First team, Healthy Steps Specialist, Early Childhood Community Outreach Worker and other staff engaged in program service delivery. Maintains model fidelity for each evidence-based model and approaches (Child First, Healthy Steps and ARC).
Establishes, maintains, and enhances collaborative working relationships with local, regional, and state groups involved in the early childhood system of care.
Works with program evaluator to ensure collection and reporting of all SAMHSA required data in a timely manner. Coordinates data entry and analysis with program evaluator.
Attends and participates in all SAMHSA webinars, calls and meetings required for grantees.
Coordinates and may provide trainings, learning opportunities, and initiatives to enhance workforce skills and capacity.
Attends and participates in local, regional, and statewide meetings related to the development, coordination, and delivery of promotion, prevention, and intervention services to young children.
Communicates in a positive and effective manner with other service providers.
Promotes positive, effective, and efficient team functioning.
Reports suspected child abuse/neglect as stipulated by state law.
Continues to develop knowledge and understanding about the history, traditions, values, family systems, and artistic expression of groups served as well as uses appropriate methodological approaches, skills, and techniques that reflect an understanding of culture.
