Background:
CRS programs in Indonesia, Timor Leste, the Philippines, Federated States of Micronesia (FSM) and Pacific Outreach constitute the East Asia and the Pacific sub-regional hub with overall leadership from the Sub-regional Country Representative (CR). The Sub-region encompasses some of the most disaster-prone countries in the world. In recent years, CRS has also started to provide support to Caritas Oceania to assist organization development and build emergency preparedness capacities of Caritas partner organizations across Pacific.
CRS has been operating in FSM and Pacific Outreach since 2017, implementing programing in Disaster Risk Reduction (DRR), Resilient Agriculture, WASH, Microfinance, Disaster Response and COVID programming. CRS has offices in both Yap and Chuuk States and works with the Catholic Church in Pohnpei and has established a reputation with key government stakeholders, partners, and donors for being a reliable partner for immediate response and recovery support in times of urgent need (such as Typhoon Wutip and 2019 dengue outbreak in FSM and COVID-19 response in FSM and across Pacific Outreach) as well as building community resilience to future disasters through DRR programs. CRS recognizes that disasters and community needs are increasingly related to climate change, which affect the food security, water security, and economic livelihoods of communities in FSM and across Pacific Outreach. CRS is committed to remainin g a reliable rapid responder in times of need and will continue to engage and strengthen the capacity of local actors and key government stakeholders. CRS’ main donor in FSM and Pacific Outreach is USAID/BHA. CRS has recently developed a Business Development (BD) strategy to facilitate donor diversification and growth**.**
Job Summary:
You will serve as Program Manager for USAID/BHA funded Hunga Tonga Emergency WASH Response. CRS partner, Caritas Tonga will take the lead in implementing project activities in Tonga. From Yap, FSM, you will provide remote management oversight and technical support to Caritas Tonga, ensuring overall donor compliance and timely reporting. You will also support implementation of USAID/ Pacific American Fund project Achieving Sustainable Production, Investing in Resilient Environments (ASPIRE) in Yap, FSM. Your management skills and knowledge will ensure that the CP delivers high-quality p rogramming and continuously works towards improving the impact of its programming, advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable.
Roles and Key Responsibilities:

  • Manage and implement all activities throughout relevant project cycles – start-up, implementation and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.

Preferred Qualifications:

  • Project management experience in WASH, Agriculture, and/or Emergency Response is highly desirable.
  • Experience engaging with partner organizations.
  • Experience contributing to the development of technical proposals.
  • MEAL skills and experience preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Basic Qualifications

  • Master’s Degree in International Development, International Relations or in the field of WASH, Agriculture, or DRR required. Additional experience may substitute for some education.
  • Minimum of 2 years of relevant field-based WASH, Agriculture, and/or Emergency Response experience; experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
