POSITION SUMMARY:
The Program Manager, Early Employment & Career Development ensures that all refugees resettled through HIAS’ affiliate network who are served with initial Economic Inclusion programming through the Matching Grant, Refugee Career Pathways, Employer Engagement Program and other related employment programs (e.g., Digital Literacy) receive effective, humane and high-quality initial employment services. With the Assistant Director, Employment & Career Pathways, they are responsible for the ongoing management and oversight of all deliverables required by federal and private funders. They work closely with other U.S. Programs and Development colleagues to identify additional funding opportunities that will strengthen program success. They provide expert guidance to colleagues at both headquarters and in the field, and they will support refugees in attaining access to initial employment and career advancement, meeting or exceeding the outcomes sought by the grants. Examples of this work include developing strong career pathways and employer partnership placement outcomes, and identifying opportunities to expand HIAS’ Economic Inclusion programming, which also includes asset building and overall financial capability, as well as microenterprise.
The Program Manager, Early Employment & Career Development plays a leading role in building partnerships with companies that support Economic Inclusion programming, including employers interested in hiring refugees and companies interested in supporting with other programmatic core services (e.g., companies with digital language learning and job readiness software). They demonstrate familiarity and aptitude for grasping other programs that intersect with employment and education programs (e.g., Reception & Placement, Preferred Communities) and/or functional areas (e.g. education, cultural orientation, etc.), and lead the implementation of the program with associated training, monitoring and related responsibilities.
ESSENTIAL FUNCTIONS:
- Manages employment programs and services provided by specified HIAS affiliates through the development and provision of program documents (standards, guidelines, case management tools, financial management), review of affiliate reports and documentation, on-site monitoring and regular written and oral communication with affiliate program management and staff.
- Provides technical support and training to affiliates on fulfilling the requirements of the employment programs by developing and conducting regular remote and in-person, group and site-specific training.
- Contributes significant time to program design, resource development and exploration of private support and partnerships for benefits of affiliate partners to strengthen and expand employment programming.
- Conducts on-site monitoring visits to affiliate locations, writes reports on such monitoring and follows-up with affiliates on implementation of corrective actions and recommendations in HIAS and federal monitoring reports.
- Conducts assessments with local affiliate partners to identify gaps in services and resources; analyzes findings and uses them to design new programs and resources and identify and apply for new funding opportunities.
- Designs program materials, such as case management tools, digital training courses and curriculum for use by affiliate staff when working with refugees being served by the employment programs.
- Develops and compiles (in collaboration with affiliates, other HIAS program staff and corporate partners) outreach, educational, informational, monitoring, training and other program materials for use in ongoing program activities.
- Prepares periodic written program reports for submission to federal and private funders; prepares application materials.
- Helps in building out HIAS’ digital literacy expertise, including direct participation and supervision in developing new resources and programming, providing technical assistance to International Programs and other U.S. resettlement partners, and testing digital collaboration tools that enhance employment programming.
- Responsible for monitoring the budget-versus-actual reports from Budget & Fiscal Compliance and adjusts vis-a-vis affiliates throughout the year.
- Performs other duties as assigned.
QUALIFICATIONS & REQUIREMENTS:
- Undergraduate degree required; graduate degree preferred.
- 4-6 years of relevant experience.
- Experience working with refugees and immigrants and other diverse cultures and populations.
- Previous work on federally funded programs preferred; knowledge of or experience with U.S. Refugee Admissions Program preferred.
- Experience with data analysis, grant writing, research and monitoring preferred.
- Experience with writing Standard Operating Procedures (SOP) on policies, processes and standards needed for programs to succeed.
- Excellent oral and written communication skills.
- Good proficiency in Microsoft Word, Excel and PowerPoint.
- Self-starter able to manage and implement all functions of a multi-faceted program; excellent analytical skills and ability to multi-task.
- Highly organized, detail-oriented, with ability to meet strict deadlines.
- Must be able to travel domestically, as needed.
- Travel, to include travel to insecure operating environments, may be required.
