About the Position

The Program Manager will provide comprehensive management to one or more projects, while actively supporting the business development efforts of DPS-MEL of Dexis Consulting Group (Dexis) with a focus on monitoring, evaluation and learning in support of the US Department of Defense. The Program Manager will provide oversight and coordination of PMU activities and deliverables, liaise with internal and external stakeholders, work independently to meet deadlines and achieve project and division goals. The Program Manager will provide direct client and partner relationship management, high-quality project management (including financial management and contract compliance), and management of staff. The Program Manager is expected to develop and maintain positive relationships with internal teams, clients, consultants, and partners, substantively contributing to corporate objectives.

In addition to PMU responsibilities, the Program Manger will support business development and internal Dexis initiatives, as assigned.

This position has the option of being based remotely.

Tasks and Responsibilities:

The Project Manager will be responsible for:

Project management

  • Manage the full lifecycle of assigned projects under the DPS-MEL portfolio, including contractual compliance, operations, and finances.
  • Support compliant project administration, to include client administrative reporting, operational procurement, consultant management, allowances, travel administration, financial monitoring, and maintaining trackers and compliant project files.
  • Ensures project files are up to date and maintained according to Dexis guidance and policies and conducts periodic reviews.
  • Ensures project deliverables are provided on time and may review or write sections of reports, work plans, and other deliverables to ensure accuracy, quality, and compliance with contract requirements and Dexis standards. Track and support project milestones, M&E, and indicators.
  • Serve as a point of contact for client correspondence and requests.
  • Ensure compliance in project operations, including procurements, grants, subcontract management, inventory tracking, and supporting the hiring and oversight of consultants.
  • Plan and manage project startups and close-outs; help oversee project operations, including training project teams and serving as a resource for issues that arise.
  • Communicate and coordinate closely with project staff, internal teams, and Dexis support units (e.g., HR, Payroll, Finance, Contracts), escalating and resolving questions and problems as appropriate.
  • Proactively identify and mitigate risks to project implementation and contract compliance and escalates as needed.

Finance

  • Oversee project finances, preparing and approving project expenditures, reviewing monthly invoices for accuracy and compliance, and developing financial reports and forecasts.
  • Maintain project budgets and support DPS-MEL to complete annual budgeting exercises and meet financial targets through careful budget management and long‐term planning.

Personnel Management/Recruiting

  • In conjunction with project team and HR, leads recruitment, hiring, onboarding and offboarding of project and PMU staff, including compliance with Dexis, client, and local policies and procedures. Ensure compliance with timelines and labor categories.
  • Work with contract team and maintain close coordination during probationary periods of new hires to proactively address performance concerns.
  • Manage PMU team, consisting of Program Associates and Senior Associates (as assigned). Train, support, mentor to ensure success in their roles and growth in their careers.
  • Manage personnel matters for local staff employed through PEOs, including ensuring compliance with Dexis policies and local labor laws.
  • Supervise the termination of local staff through PEOs (as needed).
  • Oversees consultants for various project assignments, which may include reviewing and/or approving deliverables.

Learning and development

  • As applicable, supervise, develop, and evaluate assigned staff, giving regular performance feedback and working with employees to provide opportunities to grow and develop at Dexis.
  • Mentor and train new employees as needed or assigned.
  • Support division and Dexis-wide process improvements, and other opportunities for learning and development.
  • In coordination with others, develop and update processes, standard operating procedures, and knowledge management solutions to implement improvements to overall project operations.

Business Development

  • Play an active role in business development efforts including through identifying opportunities, managing proposals, recruiting, supporting partner engagement, writing proposal sections and/or annexes, pricing, and ensuring consistency across technical and cost volumes.
  • Lead or participate in budget development.
  • May support recruiting efforts.
  • Conduct research on local operating environments, including country registration options and requirements and local labor laws.
  • Participate in external events, networking with clients, partners, and counterparts, and shares notes with other team members.

Performs other duties as assigned.

Qualifications

Minimum Requirements

  • Bachelor’s degree in international relations, political science, business, finance, or related field.
  • Minimum 6 years of relevant work experience.
  • Previous experience managing or supporting U.S. Government contracts, especially DOS, DOD, and/or DOL
  • Demonstrated experience with financial management, budget tracking, managing projects and tasks.
  • Experience supporting business development efforts for US Departments of State, Labor, Defense and offices.
  • Proficient in Microsoft Office products.

Preferred Qualifications

  • Master’s degree in a related field.
  • Experience managing client relationships, consultants, and staff.
  • Experience with recruitment
