The International Assistance Department of the Netherlands Red Cross is looking for a Program Manager Delegate for the “ Green Pearl” Program based initially in Jacmel, South-East department, and with a progressive relocation to Corail, in Grand’Anse from 2023. Frequent travels between South-East to Grand’Anse departments, Port au Prince and project sites are required with this position.

The Netherlands Red Cross and the Haitian Red Cross in Haiti

Over more than two decades, the Haitian and Netherlands Red Cross Societies have collaborated in addressing acute needs of vulnerable people in Haiti through implementation of a wide range of programs in the areas of primary health care, water and sanitation, food security and livelihoods support, climate change and community resilience, and local capacity building. The organizations, guided by the Red Cross Red Crescent (RCRC) Movement Fundamental Principles and in line with their strategies and mandates, work hand-in-hand to alleviate suffering and strengthen capacities of the most vulnerable groups of the population in Haiti.

The Haitian Red Cross (HRC) was founded May 29, 1932 and currently has 50 staff with 5,000 volunteers throughout the country. The HRC is recognized as an auxiliary body, well linked, for coordinating and collaborating purposes, to the government. The HRC and Netherlands Red Cross (NLRC) are currently implementing a number of programs in the Southern Department.

The Netherlands Red Cross has a long history in providing humanitarian aid in Haiti dating back to the late 1990s, with an increased presence in the country since the earthquake in January 2010.

In 2015, the Netherlands Red Cross and the Haitian Red Cross started the implementation of the Resilience Framework through a series of disaster risk reduction interventions in the South-East Department of Haiti. Currently, the NLRC has programs in 3 different departments of Haiti, focusing both on emergency aid (mostly WASH and Cash), as well as more development oriented programs, working on DRR, (agricultural) development, ecosystem protection and restoration, and response preparedness.

About the Green Pearl Program

The Green Pearl Program started in 2019 in La Vallée de Jacmel, in the South-East department with a first project. The program is built around a 3 pillar framework: Healthy Ecosystems, Resilient Communities and Economically Empowered People. It envisions a holistic approach to development by targeting several sectors of the Sustainable Development Goals : landscape restoration, environment, Disaster Risk Reduction, water management and economic development. In the beginning of 2022, a new project has started in the Grand’Anse department aiming at increasing resilience of coastal communities by restoring ecosystem services and enhancing local management of marine natural resources.

With the Green Pearl Program, the NLRC is looking to pave the path for:

  • Showcasing that landscape restoration is an effective strategy for healthy ecosystems and community development;
  • Developing and showcasing a replicable, sustainable solution in Haiti for rural development and ecosystem restoration.
  • Upscaling and replication of landscape restoration in Haiti while stimulating its adoption within the Red Cross movement, enabling wider application in other degraded areas worldwide;

Place in the organization

  • The Program Manager Delegate (PgM) of the Green Pearl Program is a member of the Netherlands Red Cross Haiti delegation. The PgM reports to the Country Representative based in Port au Prince.
  • The PgM has operational links with different departments of the Headquarters (HQ) in the Hague.
  • The PgM will manage a team of around 10 staff and different partners in the projects geographical areas (Grand’Anse and South-East Departments).
  • The PgM will be responsible for managing the Base (regional office) in Jacmel and probably the Base in Corail from 2023.

Purpose of the position

The purpose of the position is to ensure adequate operational capacity to provide quality project management of the Green Pearl Program in Haiti and ensure overall management of the NLRC Base in Jacmel and in Corail, in close coordination with his/her team and colleagues. The Program Manager will be instrumental in the implementation of the Green Pearl Program, enhancement of relationships with partners & donors, and design of new projects.

Responsibilities

Base management

  • Supervise the teams in both Jacmel and from 2023 Corail, ensuring that Logistics, Finance and HR issues are tackled in close collaboration with the Support department in Port au Prince;
  • Closely follow-up on the security situation and the overall context in Haiti with the Head of Delegation to ensure the safety of the projects teams and continuity of projects activities;
  • Manage the day to day of the NLRC Base in Jacmel (and Corail from 2023), including Fleet management, Logistics, Financial management
  • Be the focal point in Jacmel (and progressively Corail) in terms of working with the Haitian Red Cross (HRC), whilst ensuring capacity development.

Projects management

  • Ensure implementation of projects activities to meet international standards taking into account sustainability and community ownership;
  • Manage budget and finance of the projects and reporting to the Port au Prince Office and to the Hague following standard procedures and audit requirements;
  • Manage the effective and proper use of assets, financial resources and facilities according to standard procedures in order to comply with auditing requirements;
  • Manage and update indicators and all project information in internal data systems on a monthly basis;
  • Ensure identification, documentation and sharing of success stories/evidences, data collection and lessons learnt for program improvement, scaling up, and internal capitalization;
  • Support additional tasks that may arise and/or are assigned by the Country Representative of the NLRC especially in the event of a disaster;
  • Ensure the transparency and the integrity of all operations;
  • Maintain good relationships with the communities and departmental authorities.
  • Maintain good relationships and ensure effective collaboration with partners from projects.

Proposal development

  • Participate in proposal development in close collaboration with colleagues in the field and HQ;
  • Participate in developing the long term strategy of the Green Pearl Program in Haiti.

Coordination

  • Be the focal point for the Green Pearl Program with colleagues from NLRC HQ and partners, both external partners, the Haitian Red Cross, and other RC/RC National Societies;
  • Ensure synergies among the different sectors of the program to ensure cross-sectoral complementarity for holistic resilience building;
  • Present and participate in external events related to the Green Pearl Program.

Candidate profile

  • Master’s Degree in disaster risk management, environment, agriculture or other fields with relevant experience;
  • At least 5 years international experience in project management of Disaster Risk Reduction, climate change adaptation, food security/ livelihood or Environmental and Agricultural programs;
  • Demonstrable commitment to community resilience strengthening with experience of programming in developing countries;
  • Strong knowledge in landscape restoration, fair food systems, sustainable farming and value chain development, and permaculture;
  • Proven ability to collaborate with local partners and preferably Red Cross/Red Crescent National Societies ;
  • Previous experience with the Red Cross/Red Crescent Movement is an asset;
  • Previous experience of living or working in the region (Caribbean / Haiti) is an asset;
  • Strong knowledge of finance, accounting, budgeting, PMEAL, and cost control procedures;
  • Office management skills, including knowledge of logistics, fleet management, HR and administration;
  • Demonstrated orientation on results, process, and people;
  • Excellent communication skills with strong interpersonal and coaching skills;
  • Cultural Awareness is essential and previous experience in a multi-cultural environment is appreciated;
  • Willingness to travel regularly between both departments located in the South of the country;
  • Fluency in written and spoken English and French is mandatory.
