The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, emergency preparedness and response and governance in Fiji. The Facility also supports the Australia Awards in Fiji and Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability and social inclusion, climate change and disaster risk reduction, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

The Cyclone Recovery Program (CRP) has been established by DFAT to support Fiji for Tropical Cyclone Yasa recovery through school design and re/construction works for nine existing schools that were damaged and are located Vanua Levu (Fiji’s second island) and refurbishment works for two sub-divisional hospitals (Kadavu and Taveuni). The program aims to deliver designs and construction that is fit for purpose, cyclone resistant, based on environmentally sustainable design principles to minimise environmental impact and maximise durability and sustainability of the building life.

The Program contributes to the strategic priorities of Ministry of Education (MoE) to promote equal access to quality education for all children by constructing safe and accessible schools. The program ensures the promotion and integration of GEDSI and safeguarding in design, construction processes and the built environment. The program promotes women’s participation and decision making, empowerment of women-led businesses and local communities through social procurement and engagement with local communities through the School Management Committees and community representatives.

The Program is to be completed by December 2024 and the current budget is AUD18.5million and is expected to increase by substantially June 2023.

The Position

The Program Manager (PM) is responsible for leading and managing the delivery of the program as a component program of the Facility.

This requires the PM to establish and maintain effective working relationships with the Australian High Commission Suva counterpart, school and community representatives and representatives of the Ministry of Education (MoE), Ministry of Health and Medical Services (MHMS) and the Ministry of Finance (MoF) and applicable local authorities.

The PM will be a member of the Facility’s Management Group (MG) and will be a champion for cross-cutting themes and accountable for ensuring compliance with DFAT and Facility/Tetra Tech organisational and operational policies and procedures by the program. In particular, the PM will be accountable for proactively identifying and mitigating risks of Sexual Exploitation Abuse and Harassment and Child Protection across all phases of the program.

The Person

To be successful in this role, you will have a degree level qualification in Architecture (preferred) or Civil Engineering and be a dynamic and experienced leader. You will have a proven record of achievement over a minimum of 10 years of experience in delivering building/infrastructure projects including design, procurement, contracting and oversight of construction works. Ideal candidate will have proven experience managing the AS2124 Form of Construction Contract or similar international standard construction contracts (e.g., FIDIC).

We are seeking candidates who have excellent program leadership and management skills including demonstrated ability to successfully build and manage relationships with a broad range of stakeholders, including senior donor and Government officials.

They will be required to demonstrate an outstanding experience in program management of infrastructure program delivery, including planning and implementation for results, financial management and reporting. Ideal candidate will be required to demonstrate commitment to Gender Equality, Disability and Social Inclusion (GEDSI), child protection and the Prevention of Sexual Exploitation Abuse and Harassment (PSEAH).
