Program Manager, Community-Based Group Services

POSITION SUMMARY:

HIAS seeks a Program Manager, Community-Based Group Services to support the consolidation of psychosocial support, women’s empowerment and other family support group-based programming within the social integration portfolio. They will strengthen areas of programmatic growth related to the Mental Health & Psychosocial Support (MHPSS) Programming helping to maintain institutional knowledge on program capacities, conduct gaps analysis and support affiliate profiles. They will develop content, draft guidance and train HIAS affiliates with community-based group based holistic services. They will support ORR funded and private grant funded programs with monitoring and impact evaluation tasks related to group programming.

HIAS deploys a Community-Based Mental Health & Psychosocial Support model which focuses on individual, family and community resilience. The overall goal is for forcibly displaced people and vulnerable migrants to have improved mental health and psychosocial well-being following their participation in the program, helping them to access their rights. This may be achieved through three key outcome areas: 1) Family, community and social structures, including refugee and host communities and public and private partners, to promote psychosocial well-being and resilience; 2) individuals and communities develop healthy coping mechanisms; and 3) people with mental health and psychosocial problems use appropriate focused care, including referral to specialized care when needed.

Note, this is a temporary position that starts ASAP and ends September 30, 2024, with possible extension.

ESSENTIAL FUNCTIONS:

  • Serves as a liaison between funders and HIAS affiliate partners to support successful implementation of programming and provision of quality services to the forcibly displaced population.
  • Participates in different types of community based mental health prevention and promotional programming and offers suggestions on program improvements, such as mental health and psychosocial support, women’s empowerment, parenting or youth services.?
  • Maintains affiliate profiles detailing program strengths, gaps and conducts ongoing assessment for areas of improvement related to MHPSS, GBV and family support programming.?
  • Provides training, affiliate communications and dissemination support across the HIAS network.
  • Demonstrates awareness and sensitivity in the delivery of client services as it relates to the cultural, spiritual, socioeconomic and gender expressions of clients/communities served.?
  • Supports contracting and subawards, HIAS’ budgetary process and supervision of consultants as needed to implement programming.
  • Develops, updates and manages program documents (guidelines, content, curriculum) and assessment tools (outreach, educational, informational, monitoring, training) to grow the depth, reach and quality of services of group programming within HIAS.
  • Provides significant contributions and actively seeks ways to innovate and contribute to evidence-based program design within social integration program areas across U.S. Programs and the network at large.
  • Performs other duties as assigned.

QUALIFICATIONS & REQUIREMENTS:

  • MSW or related graduate degree required.
  • 4-6 years of relevant work experience.
  • Experience and/or knowledge of mental health or psychosocial programming, family support, wrap around services and/or gender-based violence.?
  • Knowledge of U.S. Refugee Program required; previous work experience at a national resettlement agency or local resettlement agency is an asset.
  • Experience and/or knowledge related to immigration processes faced by undocumented persons, asylum seekers or other forced migrants.?
  • Experience implementing, coordinating or supporting community-driven, wraparound holistic services.?
  • Experience mentoring, coaching and working with of a variety of persons of different lived experiences and professional backgrounds.?
  • Demonstrated ability to train staff and implementing partners, strong verbal communication, written communication and analytical skills.?
  • Strong experience building and maintaining relationships with a variety of staff and partners.?
  • Lived experience of migration or resettlement in a new country will be helpful in this role.?
  • Travel, to include travel to insecure operating environments, may be required.
