We focus on microdata: discrete, observable indicators which describe how local communities’ function. We use these data sets to create evidence-based understanding of the community and implement programs resulting in measurable and sustainable outcomes. IMPL. PROJECT has worked in countries in Africa, Asia, Europe, and Eurasia.

IMPL. PROJECT has operated in the Philippines for more than seven years. Our data driven programming efforts have included projects that counter violent extremism, support livelihoods, establish community cooperatives, and protect natural resources and the environment. Our programs have been funded by domestic and foreign governments, international foundations, private sector clients, and private donors.

IMPL. PROJECT’s current program portfolio includes multiple grants supporting livelihoods of fisherfolk in coastal communities and at-risk communities in and around Marawi City. IMPL. PROJECT is also implementing a multimedia program designed to raise awareness on challenges and opportunities for fishing communities operating in the South China Sea. Finally, IMPL. PROJECT regularly collects data on community perceptions and needs throughout key communities in the Philippines.

Position Summary

This position is intended to support an anticipated award with the Gerry Roxas Foundation’s (GRF) West Philippine Seascape (WPSeascape) Program funded by the United States Agency for International Development (USAID). The purpose of the Program Manager role will be to contribute to the planning, design, implementation, and executions of IMPL. PROJECT’s efforts to establish a program for inclusive resource governance, security, resilience and sustainability within the West Philippine Seascape programs. The Program Manager will work closely with IMPL. PROJECT leadership to effectively support and manage ongoing and new programs.

The Program Manager efforts will be supported by IMPL. PROJECT Philippines field staff – including Program Officer(s).

The Program Manager will report directly to the IMPL. PROJECT Philippines Executive Director. The position will be based in IMPL. PROJECT’s office in Quezon City, but will be required to travel to field offices and programming locations, throughout the West Philippines Sea region, to complete position responsibilities. Candidates not based in Quezon City will be considered on a case-by-case basis.

Responsibilities:

  • Lead and manage program teams, ensuring established and future work plans are accomplished efficiently and effectively.
  • Monitor progress, identify problems and barriers and make recommendations to management for necessary adjustments to ensure successful, quality outcomes.
  • Serve as a resource and provide general guidance to Program Associates and/or Program Officers programmatic procedure, tasks and assignments.
  • Review and contribute to project reporting prepared by Program Associates and/or Program Officers.
  • Contribute to the development of programming strategies and approaches.
  • Serve as a liaison to other partner organizations
  • Ensure Programs meet IMPL PROJECT and donor standards.
  • Perform other relevant duties as assigned.

Qualifications:

  • Bachelor’s degree in international development, wildlife management, wildlife conservation, marine biology, environmental sciences and sustainability, or other related fields. Graduate degree in a similar discipline preferred.
  • 5 years of relevant work experience in international-development, community organizing, or a similar field, including experience in program strategy and design.
  • Fluency in English and Tagalog.
  • Proficiency in Microsoft Office, especially Word and Excel. Proficiency in Google Suite tools preferred.
  • Ability to travel throughout the Philippines.

Desired Qualifications:

  • Knowledge and working experience with relevant technical fields such as: perception surveying, community cooperatives, natural resource management, and/or democracy and governance.
  • Experience working in the remote and/or coastal communities within the Philippines.
  • Experience working with US government donors such as the US Department of State and the US Agency for International Development (USAID).
