ABOUT YOU

You will be an energetic self-starter with strong problem-solving skills. You will be approachable and collaborative with an eye for detail. You will have strong project management skills across the full project cycle, including program development, implementation, and evaluation. You will have strong stakeholder engagement skills, with demonstrated results in influencing all levels of government, including senior officials. You will be highly resilient, with the ability to build strong working relationship, both internally and externally. You will have excellent communication skills, with the ability to tailor communications to different audiences/ partners.

THE OPPORTUNITY

The Program Manager is accountable for the planning, design, and operational delivery of the FHF Project “Advancing Integrated People-Centered Eye Care” (AIPEC) in the Philippines, in alignment with The Foundation’s strategic framework.

KEY RESPONSIBILITIES

The Program Manager will own the outcomes of:

  • Lead the development, planning, coordination, and implementation of the AIPEC project in partnership with DOH and Provincial Governments, in line with strategic objectives and internal systems that include accountability and evidence-based outcomes.
  • Prepare annual budget submission and commentary for the country program and oversee quarterly reporting and financial review, ensuring accurate planning, forecasting and delivery in line with FHF requirements.
  • Coordinating key project activities with relevant international stakeholders, including the World Health Organisation and International Agency for the Prevention of Blindness, as well as with the FHF Global Project Manager and project team for the AIPEC project.
  • Support the development of projects aligned with the Country Strategy and local need.
  • Undertake advocacy and build relationships with stakeholders, including government officials and other NGOs in line with the objectives of the AIPEC project, to contribute to the ending of avoidable blindness in the local context.
  • Manage partner relationships within the agreed governance frameworks of FHF.
  • Collaborate across the FHF Philippine team to develop and maintain strong relationships internally and with all partners.
  • Build capability within the team to drive a culture of engagement and collaboration within The Foundation.
  • Other tasks as requested by your manager.

WHAT YOU’LL NEED TO SUCCEED

  • Strong Experience in Program Management in Public Health within the International development sector.
  • Experience in delivery sustainable models of Health Care, Human Resources in Health, and Health Financing.
  • Demonstrated effective supervisory experience guiding program staff to achieve program outcomes.
  • Development and implementation of high-level advocacy resulting in system strengthening outcomes.
  • Multi-stakeholder coordination and relationship management.
