POSITION SUMMARY

IREX is seeking a Program Management Consultant based in Thailand to coordinate with IREX headquarters and local partners to support the successful implementation of a program in Myanmar and Nepal under IREX’s Communities & Governance practice. Responsibilities include day-to-day coordination between the IREX headquarters staff and local partners, providing inputs on subgrantees’ progress on deliverables, networking with stakeholders in both countries, and contributing to programmatic reporting and communication. The Program Management Consultant will foster strong relationships with relevant local/international partners and will work closely with IREX headquarters staff.

The program is designed to connect first-mile migration activities to partners and initiatives operating in the broader safe migration and anti-trafficking ecosystem in Nepal and Myanmar, and to engage key actors along migrants’ paths to employment, including recruiters and employers to promote ethical recruitment and hiring practices, and forge relationships with national-level actors to ensure migration policies reflect realities on the ground including the gendered and social pressures that migrants face when undertaking foreign employment.

GENERAL DUTIES & RESPONSIBILITIES

  • Contribute to subgrantee oversight and ensuring on-time completion of quality deliverables

  • Contribute to IREX’s overall goals and priorities on safe migration initiative and other opportunities in South and Southeast Asia as needed; and

  • Other duties as assigned

PROJECT-SPECIFIC DUTIES

  • Support day-to-day implementation of the project, including contributing to strategic and technical leadership as needed;

  • Conduct in-person and remote monitoring of subgrantee activities, including travel throughout Southeast Asia as needed and able (pending current COVID-19 related travel restrictions and precautions);

  • Coordinate with IREX headquarters staff to ensure project activities are implemented on schedule and at a high level of quality;

  • Provide input and feedback for subgrantees on technical performance and products in coordination with IREX HQ staff, including programmatic, financial and monitoring and evaluation reporting;

  • Support development of subgrantee scopes of work and budgets, in collaboration with IREX headquarters staff

  • Support partnership building and network strengthening for IREX and the project in South and Southeast Asia, including maintaining effective partnerships with local, regional, and international organizations, including CSOs, to advance opportunities for the program;

  • Represent IREX externally, including in coordination meetings

  • Provide input to internal/external reports, presentations, and other products;

  • Other duties, as assigned

MINIMUM QUALIFICATIONS

  • A Bachelor’s degree in a related field;

  • 8 + years of work experience, preferably with international development non-profit experience;

  • Ability to establish strong working relationships with civil society organizations, and private sector firms, international organizations, and other stakeholders; demonstrated experience in this area in Thailand strongly preferred;

  • Experience working with migrant laborers or migrant-serving organizations and/or knowledge of issues related to migrant labor or anti-trafficking in Myanmar, Nepal, Thailand, or Malaysia, preferred;

  • Outstanding interpersonal and intercultural skills, along with clear communication skills, both oral and written;

  • Ability to communicate professionally and provide written reporting in English; Burmese and/or Nepali language skills strongly preferred;

  • Proficient in Microsoft Office products;

  • Willingness and ability to work in line with a flexible schedule to manage project elements in differing time zones, including early morning and late evening calls with IREX headquarters

  • Ability to travel throughout South and Southeast Asia as needed, pending COVID-19 restrictions and entry requirements;

  • Ability to conduct daily calls with partners in Myanmar and Nepal during their regular business hours

  • Legal right to work in Thailand – no visa sponsorship will be provided for this consultancy
