Job Summary

The Program Director (PD) serves FH Philippines (FHP) by providing strategic leadership in program planning, design and implementation, budget management, and sponsorship growth and expansion management. In alignment with and compliance to the FH Association Global Program Strategy and Program Quality Standards, and with close coordination with the Asia Sponsorship Portfolio Program Manager, s/he takes the lead in developing and implementing the country program strategy and ensures continuing organizational learning and development. The PD conducts regular program monitoring, evaluation, and learning/adaptation in partnership with the M&E Unit.

S/he supports the acquisition of sufficient resources for existing and new programs in collaboration with the Business Development and Proposal Development teams in the country and at the GSC. This position also provides overall leadership, coaching, and mentorship to program leaders and staff for their continuous growth and development.

Principal Responsibilities

Key Result #1 Strategic Alignment, Program Management, and Program Quality

1. Lead the development and execution of the country program strategy, including emergency preparedness and response, based on the Transformational Field Experience Standard Operating Procedure and the Program Model, ensuring alignment and contribution to the Global Strategic Plan and compliance to Program Quality Standards;

2. Supervise and work with Technical/Sector Leads (T/SL) and Area Program Managers (APM) in ensuring quality program design, implementation, and management that meets global and local standards and context, as well as mobilize and steward appropriate human/technical, financial, and administrative resources and opportunities.

3. Ensure delivery of promise by monitoring progress against targets, timelines, and budget, and work with the program team to address gaps during the implementation cycle resulting in transformational impact in the communities;

4. Develop and manage country program budget and approve expenditures in line with the assigned level of authority, and ensure appropriate standards of stewardship, accountability, and compliance to FHP financial policies and procedures in implementing programs;

5. Support regular and systematic rhythm of program monitoring and evaluation, learning, and adaptation to ensure evidence-based decision-making in planning, re/design, and implementation. Coordinate with the M&E unit for Program Management Information System.

6. Work closely with the Asia Sponsorship Portfolio Program Manager (and the Regional Program Team) for understanding and execution of Program Quality Standards and best practices, and work with relevant GSC unit/s as per need;

7. Ensure donor and partner accountability through timely and quality communication and reports by preparing, and/or working with the T/SL, APMs, M&E Coordinator, and Sponsorship Coordinator in completing reporting/ communication pieces as required; and

8. Work closely with the Program Support Units, i.e. Finance, Human Resources, Resource Development, and Admin & Procurement, to ensure appropriate human, administrative, procurement and financial resources are used and managed effectively and efficiently for program implementation.

Key Result # 2: Sponsorship Strategy

1. Ensure proper planning and implementation of an effective and efficient sponsors relations strategy that is well integrated into program implementation;

2. Provide guidance and support to the Sponsorship Unit to ensure quality standards are maintained as per donor requirements and timelines, and are consistent with the local communities’ context;

3. Provide oversight to the production and maintenance of sponsor/donor communication pieces , as well as partner/donor/visitor field visits, and leverage opportunities to facilitate a deeper understanding of, and appreciation for the work on the ground; and

4. Ensure inventory is meeting approved level, sponsorship growth plan is updated, and plans for growth leverages both program impact and opportunities for resource mobilization.

Key Result # 3: Networking and Resource Development

1. Network with other national and international NGOs, agencies, and networks for learning best practices, as well as exploring and preparing for any future potential partnership;

2. Keep abreast with and report appropriately conducive or challenging environmental, economic, social, political, and religious conditions of the country that affects FHP’s work directly or indirectly;

3. Work with the ED and Partnership Development and Advocacy (PDA) Unit in developing a strategic positioning plan and resource mobilization plan that support country and program strategy;

4. Contribute to the development of concept notes, project proposals, activity design and budget, in collaboration with the country-level and GSC technical teams and the PDA Unit.

5. Attend, as well as serve as alternate to the ED, organizational events, official functions, and other strategic functions and events with local government, local national partners, NGOs, INGOs, networks, UN agencies, and other parties for relationship building and exploring/leveraging opportunities.

Key Result # 4 Team Development

1. Engage regularly with direct reports to provide leadership/guidance, coaching/support, and empowerment, discuss/monitor development plans and individual goals, as well as ensure understanding and application of the Heartbeat in all the work they do

2. Develop, equip, and empower direct reports and program staff to be able to perform their tasks/roles effectively and grow in their skills.

3. In coordination with HR, assess and plan/prepare for training, professional, and personal development for team members and self;

4. Provide support in the function of recruitment, staffing, new staff orientation/ induction, training and development, performance evaluation, and staff care for the team;

Qualifications:

The requirements listed below are representative of the knowledge, skill, and/or ability required.

● A vibrant personal relationship with Jesus Christ and Christian commitment to serving the poor and in full agreement with FH’s Christian foundation and beliefs as expressed in FH’s values and Culture Statement

● Proven experience in complex project and personnel management within a community development context;

● Proven experience in proposal development, program/project design, implementation, monitoring, evaluation, and report writing, including budget creation and management;

● Able to self-manage a diverse and dynamic set of responsibilities, proactively solve problems and / or suggest viable solutions while advancing goals and objectives;

● Excellent interpersonal skills (including warmth and sensitivity, conversational, able to relate to and effectively communicate with people from different cultures at various levels within the organization) that demonstrate an ability to motivate, influence, and gain the support of others and to have effective collaborative working relationships;

● Excellent communication skills, both oral and written. Able to set out and discuss complex issues clearly for a broad audience and to give presentations in a fluent and persuasive manner to people at all levels;

● Possess the ability to use tact and diplomacy to resolve conflicts and achieve results

● Excellent organizational skills; ability to plan and coordinate work, ensure the efficient flow of projects and processes that leads to the achievement of results and meet strict deadlines in an effective manner while maintaining a high quality standard throughout;

● Tolerates conditions of stress, uncertainty or ambiguity and continues to maintain a positive outlook and to work productively;

● Demonstrated computer operating skills, including proficiency in Microsoft Office products, Google platform, and virtual technologies such as Skype and / or WhatsApp; and

● Ability to travel up to 30% of the time per year locally and internationally, even in insecure locations.

Experience

● At least 10 years of relevant experience in program/project development and implementation.

● Minimum 5 years of experience as a senior-level manager overseeing complex, multi-sector relief and development programs; experience in managing intercultural teams; preferably in an INGO setting;

● Experience in facilitation and partnering with local government units and community based organizations, with frequent travels and monitoring in the field; Possess strong knowledge and understanding of logical framework design and results based management.

Education/Certifications

Bachelor’s Degree in Social Work, Education, Nutrition, Health Sciences, Social Science, Agriculture, Community Development, International Relations, or other related field required. A Master’s Degree or higher is an advantage.

Language

Proficiency in spoken and written English and Filipino. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from international and local donors and partners, community stakeholders, FH management and staff, and the general public.

Supervisor Responsibilities

Directly supervises staff. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, resolving problems, etc.
