The White Helmets

ABOUT Les Casques Blancs / THE WHITE HELMETS

Les Casques Blancs (CB) is a not-for -profit organization based in Quebec, Canada. Its focus is to promote, develop and implement community-based, service-based, and recovery-oriented projects to improve the lives of civilians in conflict zones, particularly in Syria. It aims also to bolster the resilience of communities in which we work and contribute to the promotion of human rights and civilian protection by fighting impunity and seeking justice and accountability. It shares knowledge and experience between Syrians, Quebecers, and Canadians to promote shared values of human rights, gender equality, and democracy.

SCOPE OF WORK

The Programme Development Manager (PDM) plays the leading role within the White Helmets in the design, development and structuring of proposals that provide the basis for donor grants.

The PDM works closely with the WH Monitoring and Evaluation (M&E) and programme delivery teams to assess needs in target communities and design effective interventions to address those needs. The PDM engages closely with stakeholders (donors and partners) to develop concept notes and project proposals that ensure potential interventions meet the ultimate needs of the beneficiaries, the capabilities of the implementing teams and the priorities of the donors.

The PDM is a dynamic position, which seeks to balance ongoing donor programme cycles and the realities of the changing needs of communities inside Syria. As the WH continue to diversify their funding sources, the PDM will play a critical role in providing agility to help the WH better meet the needs of their beneficiaries.
