Program Development Manager

CEE is seeking a motivated and entrepreneurial individual to manage the development of new commercial-sector energy efficiency programs and services, including client engagement, that build upon and enhance CEE’s current portfolio. This person would be joining a larger team that is focused on pushing the envelope in energy efficiency and decarbonization program delivery and consulting by researching, developing and launching next generation program models. The ideal candidate will have energy efficiency program experience, some business development experience, strong project management and communication skills, a grasp of technical/energy-related issues, have a collaborative work approach, and have an interest in expanding impact in the clean energy sector.

This position has direct supervisory responsibility for 1-2 staff positions.

This is a full-time position that provides a wide range of benefits including Paid Time Off (PTO), medical, dental, life and long-term disability insurance as well as a profit-sharing retirement plan.  The Program Development team during non-COVID times is primarily based out of our North Loop office, with some staff working virtually in other states. We are open to this position working primarily virtually in another state, particularly in Illinois, Michigan or Wisconsin.

CEE is a data-driven, consumer-focused, and community-based clean energy nonprofit with locations in the North Loop of Minneapolis and St. Paul’s Midway, with satellite offices in several other states. Responsibilities:

  • As part of program development team, lead the evaluation of select opportunities for new programs and services, including product definition, market assessment, financial evaluation and creation of a business plan
  • Lead interdisciplinary teams of CEE program and technical staff to identify and plan for new energy-efficiency service and program opportunities, and opportunities to improve existing programs/services in the commercial buildings sector
  • Develop operations and product launch plans, and lead or assist in implementing launch plans
  • Monitor and document results to ensure that product development activities achieve strategies, adhere to process, maintain schedule, and manage risk and budget
  • Develop relationships with current and potential new clients to understand business opportunities in the commercial sector that match CEE’s capabilities and strategic interests
  • Assist in developing and writing proposals for new work (including responding to Requests for Proposals from potential clients)
  • Participate in and/or lead client-funded consulting projects related to clean energy and energy efficiency
  • Assist the Director of Program Development in developing and managing the infrastructure that supports ongoing, effective business development
  • Other duties as assigned

Qualifications:

Our ideal candidate will have direct experience in commercial energy efficiency program implementation and business development; some technical knowledge of energy efficiency issues; an aptitude for getting ideas off the ground and working well in teams on not just on their own ideas, but also working in a highly collaborative and multi-disciplinary environment to move forward others’ ideas as well; experience and interest in leading client-funded consulting projects; the ability to think strategically and creatively; have clear and effective communications skills for both verbal and written communication; and a passion for achieving success. The specific requirements and preferred skills and experience we are looking for include:

  • At least 5 years’ experience in energy efficiency program implementation, program development or related experience required
  • Supervisory experience required, preferably supervising of direct reports, but cross-functional team supervision also acceptable
  • Project or program management experience required, including budget management responsibility
  • Demonstrated ability to navigate ambiguity and drive ideas forward
  • Bachelor’s degree in a related field, or equivalent technical experience in energy efficiency

General:

  • Excellent communications (both verbal and written).
  • Willingness and ability to provide strong supervision and development of direct report staff.
  • Ability travel to Minneapolis office locations, as well as external locations including some out-of-state travel (i.e. client sites, vendor sites).

Working Conditions

  • Ability to work overtime as needed or required to meet established deadlines.
  • Ability to work in fast paced environment with high daily pressure to meet deadlines.
  • Ability to perform work indoors in an office environment, regardless of whether cubicle, open office, or private office.
  • Ability to view and operate a computer, either desktop or laptop, for extended periods of time.

Compensation:
Depending on experience and qualifications, we expect the hiring range for this position will be $77-83k.
