Responsible for managing a Regional Portfolio of Projects focused on portfolio coordination. The Program Delivery Manager plays a significant role in directly contributing to FH’s mission by coordinating, and delivering technical, management, financial, and administrative assistance to the country and project portfolio. With oversight and support from a Portfolio Manager II, leads the coordination of project startups, quality implementation, monitoring and reporting, manage any risk or compliance issues on behalf of the Program Delivery Unit during the project execution phase and efficiently support the project closures.

The Program Delivery Unit exists to:

  • Ensure effective project management through supporting project startups, implementation, reporting and financial management as well as closeouts.
  • Providing a leadership role in the regional portfolio teams in the home office and organizing monthly calls for the portfolio team with each country office.
  • Working with country teams to develop, refine and pursue their strategies by leveraging technical knowledge (our own and others), researching, and analyzing potential partners and opportunities.
  • Contributing to scoping, pre-positioning, and proposal development with the Business development team.
  • Knowledge sharing and learning, enhancing communication between country offices and home offices, to ensure better understanding of the diverse operating environments and program approaches.
  • External relations, participating in the development conversation by attending events, hosting meetings, and reaching out to potential partners and donors.

Principal Responsibilities

  • Portfolio management, strategic planning, and budgeting for a portfolio of small and medium complexity projects and country offices.
  • Support VP Program Delivery and Regional Directors (RD) with operational matters related to effective and efficient program delivery.
  • Liaison between home office, business units, Country Offices (CO), and addressing bottlenecks as required.
  • Compliance coordination with the agreement management, risk, and compliance teams.
  • Coordinate the approval and following up on Budget Management Plans.
  • Tracking of Program Delivery based on the Program Delivery criteria of Scope, Time, Budget, and Risk.
  • Financial tracking of monthly expenditure rates, and review of quarterly forecasts.
  • Support Project and/or Country Office Start-Up and Close Out.
  • Monitor the quality of COs programmatic reporting to donors.
  • Support sub-award management – deliverable tracking.
  • Procurement management.
  • Coordinate and collaborate on internal information gathering and/or dissemination.
  • Other duties as assigned.

Job Level Specifications

  • Vibrant personal relationship with Jesus Christ, a Christian commitment to serving the poor and in full agreement with FH’s Christian beliefs expressed in The Heartbeat.
  • Demonstrated computer-operating skills, including proficiency in Google platforms, Microsoft Office products, and virtual technologies such as Skype and/or Zoom.
  • Ability to sit/stand at a computer for up to 8 hours a day doing repetitive motions on a keyboard.
  • Ability to travel up to 25% of time per year domestically and internationally, to insecure, low to middle income countries or locations.

Experience

  • At least 4 years of experience in project management, international development, and/or regional studies.
  • Experience working in and/or based in a developing country.
  • Prior experience in a complex, matrixed organization, with the ability to work with country offices as well as home office units.
  • Work with child sponsorship and other private funds preferred.

Education/Certifications

  • Bachelor’s degree preferred.
  • PMDPro or any other project management certification is an added advantage.

Language

Proficiency in spoken and written English. Ability to speak French or Spanish is an added advantage. Ability to write reports, business correspondence, and develop presentations. Ability to effectively present information and respond to questions from country offices and other units in the portfolio.

Typically, successful candidates are hired at a salary rate up to midpoint of the range, based on relevant experience, internal equity, and budgetary allowances.
