UKRAINE RESPONSE PROGRAM

The rapid deterioration of the security situation in Ukraine following the Russian offensive is leading to massive population displacements within the country and beyond its borders. The issues of protection, orientation, information and psychosocial support are a priority alongside primary needs.

Since the beginning of the crisis, Bibliothèques Sans Frontières has deployed emergency, reception and integration solutions for Ukrainian refugees in countries bordering Ukraine. As part of this response, BSF intervenes in Poland, Moldova, France, Italy, Belgium.

BSF plans to deploy Ideas Box programs in Ukraine in the coming weeks. These media libraries create information, protection and psychosocial support hubs for people in need. The first Ideas Box shall be deployed in Lviv during the summer.

POSITION OBJECTIVE

BSF is seeking a dynamic and result-oriented Program Coordinator who will play an essential role within our team to support the development and implementation of BSF operations and programs in Ukraine.

MAIN RESPONSIBILITIES

Under the direct responsibility of the Ukraine response coordinator, based at HQ, the Program coordinator is responsible for the development and proper implementation of BSF’s program in Ukraine in collaboration with our partners in the country. He/She drives all stages of the program’s implementation and ensures expected outcomes, in line with BSF’s strategy and procedures.

1/ Program implementation

  • Ensure timely and proper implementation of the Ukraine response program, meeting quality and accountability standard
  • Manage the Ideas Box partnerships at country-level, including by supporting the partners in their management and use of each Ideas Box
  • With HQ support, develop and oversee the monitoring and evaluation framework for the program
  • Manage the writing of narrative reports
  • Monitor the budget monitoring of projects and the validation of financial reports in collaboration with HQ
  • Monitor and report on security issues to the Security Focal Person when necessary

2/ Strategy & development

  • Identify interventions and opportunities in accordance with humanitarian need and gap analysis, based on assessments and coordination
  • Develop effective linkages with Government, partners, donors, clusters
  • Prepare evolving operational plans and strategies to adjust the BSF intervention to the evolving context
  • Design project and write funding requests for new partnerships

3/ Set up BSF office and manage BSF team

  • In collaboration with HQ, support the registration process of BSF in Ukraine
  • Set up the BSF team: definition of needs and recruitment
  • Manage the BSF team, and in particular their evolving locations, roles and tasks (depending on Ideas Box projects, partners and needs)
  • Liaise with HQ to ensure the proper support and training of BSF teams in the field

4/ Networking & Representation

  • Represent BSF, at relevant cluster, UN, Government and coordination meetings

QUALIFICATIONS & SKILLS

Education and Experience

  • Master’s degree in a relevant field (International Relations, Social Sciences, etc…)
  • Previous significant and successful experience in a similar coordination position (at field or country level) within an International NGO.
  • Experience managing a team
  • Knowledge of main institutional donors and of the humanitarian architecture
  • Good command of the project cycle and finance reporting
  • Languages: Fluent in English, Ukrainian would be an asset
  • Excellent communication and interpersonal skills

CONDITIONS

Status: 6-months fixed contract, renewable

Start date: As soon as possible

Location: Lviv, Ukraine with regular movements to other Ukrainian cities

Salary and benefits: salary based on experience and BSF salary scale

Benefits include per Diem, insurance and accommodation
