Program coordinator– Syria and Lebanon – H/F

Context

Syria :

The war in Syria has caused many human and social losses, with thousands of people in need of humanitarian assistance. The years of hostilities have had a devastating impact on the lives of civilians, causing massive displacement, destruction of medical services, and access to basic water and sanitation. The TheCovid19 crisis has exacerbated the economic, social, and health challenges faced by Syria. The French Red Cross supports the Syrian Arab Red Crescent (SARC) in WASH and Covid19 response projects.

The ongoing project is divided into two phases.

Phase 1: Response to the Covid-19 crisis.

Related activities:

– Distribution of protection kits and conduction of awareness sessions for children in schools

– Provision of protective equipment for volunteers

Phase 2: Promotion of Menstrual Hygiene Management.

Related activities:

– Facilitate discussion groups on menstrual hygiene and share information on menstruation and puberty according to the interest shown by women and adolescents

– Distribution of menstrual hygiene kits adapted to Syrian women and girls needs and culture.

– Rehabilitation of water supply points in targeted communities. The project is implemented in 3 different areas: Deir Ez-Zor, Sweida, and Dar’a governorates.

Closure of Syria Delegation:

The FRC delegation will close down after the project’s implementation.

Lebanon:

The French Red Cross (FRC) has been present in Lebanon since 2013 and works in partnership with the LRC (Lebanese Red Cross), in charge of the implementation of the projects

Since 2020, the Lebanese Red Cross, with the support of French Red Cross delegation is implementing

– Disaster risk and management project (focused on flood risk) in consortium with Solidarités International. Funded by the French Development Agency (AFD). The project also aims to strengthen social cohesion and relations between Syrian and Lebanese communities at risk of disasters.

– Health projects to support the primary heaths centers to face the Covid 19 spreading and the medical crisis. Those projects are funded by the French Crisis and Support Center (Centre de Crise et de Soutien CDCS).

– Following the explosion in the port of Beirut on August 4, 2020, LRC and FRC implements emergency projects to strengthening the LRCs emergency medical services, support the rehabilitation of two LRC blood banks, support access to primary health care including psychosocial support, provide monetary assistance for the population affected by the Beirut port explosion.

The position

A- Manages the implementation of the Menstrual Hygiene Management project in Syria

B- Strategy & Proposal development in Syria and Lebanon:

C- Communication & representation of the FRC

E- Capitalization (tools correctly used, improvements of tools,…)

Hierarchical link

The PC works under the direct responsibility of the HoD Lebanon / Syria

Functional link

The PC will work closely with the Admin, Logistics and DRR Coordinator in the FRC delegation based in Beirut

The PC remains the technical focal point at HQ level for programs in Syria

The PC will work closely with WASH departments of the SARC

The PC will work closely with the deputy desk officer and technical advisors in HQ

Candidate profile

Educational background and experiences:

– Graduate or post-graduate degree in relevant field

– Previous knowledge of FRC and RC & RC Movement mandatory

– Previous experience in program development

– Experience in WAS is an asset

– Experience in the Middle-East is an asset

– Familiarity with main donors procedures

Professional skills:

– Communication, analysis and reporting skills

– Management skills (including remote management)

– Diplomatic and representation skills

– Substantial experience of operational thinking, including: identifying, analyzing, problem solving and responding to opportunities and challenges by translating these into practical plans of action

– English mandatory (oral and written), Kurdish / Arabic is an asset, French is also an asset.

Personal skills:

– Strong interpersonal and intercultural skills

– Flexible and proactive

– Good relationship and management skills

– Autonomous and team-worker
