CARE is seeking a Gender-based Violence (GBV) in Emergencies Program Coordinator to coordinate the implementation of Gender-based Violence in Emergencies (GBViE) projects for the Humanitarian Gender in Emergencies team. More specifically, the incumbent will be responsible for coordinating the implementation of a 36-month inter-agency project (September 2023- September 2026) to develop Digital Minimum Standards for GBV in emergencies programming (“DMS”) – a new innovative inter-agency process led by CARE to ensure ethics and safety in development and implementation of digital tools to support GBV in emergencies programming. The Program Coordinator will work with the Project Manager, partners, and members of the inter-agency advisory board to ensure the timely completion of project activities and deliverables.

The incumbent for this position will be a motivated self-starter with a nuanced understanding of humanitarian architecture and ideally academic and/or professional background in gender-based violence (ideally in emergency contexts). S/he/they will have exceptional organizational, coordination and communication skills, ability to work across teams and juggle multiple assignments simultaneously, with strong time management skills.

Responsibilities:

1. Oversee coordination of the development of the new GBV in Emergencies Digital Minimum Standards

  • Undertake research and analysis to support the development of the new GBV in emergencies Digital Minimum Standards
  • Develop and maintain overall project management timelines, workplans, etc.
  • Support the development of scopes of work/terms of reference for the various partners, contractors and consultants to be engaged as part of the DMS development process (this includes, for example: partner organizations; graphic designer(s); research partnership and mobile app developer).
  • Manage RFP and/or other procurement process(es) as needed to select and contract with above-mentioned partners.
  • Lead day-to-day communication with all partners regarding contracting, grant/reporting requirements, etc.
  • Coordinate and support drafting of grant reporting processes.
  • Support HQ Senior GBV in Emergencies Knowledge Management Specialist to manage local partner workplans and contracts.
  • Organize project workshops, both in person and virtual
  • Other relevant tasks as needed.

2. Support inter-agency GBV risk mitigation coordination

  • Assist with GBV Guidelines Reference Group coordination through notetaking, sharing meeting minutes, following up on action points, and other relevant tasks as assigned.
  • Act as lead administrator for the inter-agency GBV risk mitigation professional community including managing membership and increasing engagement.
  • Other duties related to inter-agency GBV risk mitigation coordination as required which, in combination with the abovementioned duties, will not exceed 15% of total work hours

Qualifications:

  • Masters (or Bachelors degree with relevant work experience) in a field related to international relations, international development, humanitarian action, politics/public policy, public health, social work.
  • 1-3 years of relevant professional experience.
  • Sound personal organizational skills, including time management, ability to meet deadlines, multi-tasking, prioritization of tasks, and working under pressure.
  • Ability to juggle multiple things at once while maintaining attention to detail.
  • Highly developed cultural awareness and ability to work well in an international multi ethnic and multicultural environment.
  • Ability to establish collaborative relationships with staff, partners and other stakeholders, including virtually.
  • Ability and willingness to travel to support project activities.
  • Proficiency in English (conversation, reading and writing) required
  • Familiarity with online project finance and management and procurement systems.

Desired:

  • Experience with GBV in emergencies programming and/or research.
  • Knowledge of humanitarian architecture and regional structures.
  • Proficiency in Spanish (conversation, reading and writing) strongly preferred.
  • Background/familiarity with digital tool development, preferably related to humanitarian/emergency response and/or social development.
