Job Purpose

The Programme Coordinator oversees and guides all programme, projects and emergency operations focusing on supporting, assisting and advising project managers to increase performance and impact. S/he mobilizes resources and raises funds including coordination of cooperation and collaboration with partners to strengthen (and scale up) the service delivery capacity of both National Societies including access, coverage and presence. S/he is responsible for all non-project-specific duties, including reporting, quality, risk and benefit management. As a key member of the management team, s/he contributes to the overall management of the CCD and advises on programmatic and strategic matters including those pertaining to the APRO partnership with ASEAN. In addition to having overall accountability for the overall performance of the programme and projects, including emergency response and operations, the Programme Coordinator will have direct responsibility over specific projects and thematic portfolios.

Job Duties and Responsibilities

POLICY, PLANNING AND STANDARDS

  • Promote the Federation’s policies, frameworks, standards, tools, methodologies, systems and procedures.
  • Support and guide the implementation of IFRC’s commitments and guidelines for DRR and resilience planning and programmatic processes, including but not limited to the Framework for Community Resilience and the One Billion Coalition for Resilience.
  • Support the National Societies and the Secretariat to engage in the national, and regional policy dialogues (such as, National DRR and Health Platforms, AMCDRR and ASEAN).
  • Ensure the compliance of Principles and Rules of RCRC for Humanitarian Assistance among the NSs and IFRC staff in Jakarta CCST.
  • Advise, support and promote the mainstreaming of DRR, climate change, school safety, health, urban DRM, and crosscutting issues such as Protection, Gender and Diversity (PGI), Community Engagement and Accountability (CEA), into the NS programmes/ projects etc.
  • Ensure compliance with applicable laws and agreements to minimize risk of harm to the IFRC and its personnel, properties and resources. Special attention is to be given to compliance with procurement procedures and standards.
  • Support, assist and advise NS leadership and management, and, project and team managers, in analysing trends, risks and conditions for managing projects and delivering services; resource, budget and project management; risk and benefit realization management; and change management and learning

PROGRAMME OVERSIGHT

General

  • Lead IFRC support to Ns in strengthening its service delivery systems, designing and delivering programmes and contributing to the Strategic Aims of Strategy 2030 and IFRC operational plans and budgets
  • Promote integrated programming approach, linking DRM with Health and Care, Shelter, Migration, Food Security & Livelihoods and National Society Development.
  • Support NS in the scaling up of preparedness at community level, and in particular, early warning and early action as part of overall disaster risk management system.
  • Lead a collaborative and cooperative approach across all the aspects of the (technical) support, ensuring that all programme areas have continuous access to technical advice and guidance to support programme implementation, including backstopping for technical delegates as required.
  • Work closely with the NSD and other technical delegates in the enhancement of NS capacity.
  • Ensure that evaluations carried out are timely, relevant, effective and implemented to the best international practice of shared learning and accountability and ‘lessons learned’ are incorporated in future programming.

Specific responsibilities for Disaster Risk Management including:

1. Institutional Preparedness and Readiness:

  • Facilitate NS processes to update emergency response plan, contingency plans and Standard Operating Procedures closely coordinated with other areas / departments.
  • Ensure adequate Movement readiness plans are updated and tested in accordance with the Principles and Rules for RCRC humanitarian assistance.
  • Support NS involvement the areas of civil-military relations, migration and preparedness for cash-based interventions.Monitor the disaster situation and trends in PMI and CVTL associated to both disasters and crisis

2. Disaster Response:

  • Monitor the disaster situation and trends in PMI and CVTL associated to both disasters and crisis
  • Lead the timely development of DREF and EA when so required. Act as Budget Holder for EA and DREF if so requested by the HoD.
  • Ensure the activation of the Movement readiness plans and support the Movement coordination efforts in response operations to large scale disasters or emergencies.
  • Lead the request to DFAT/ARC for the activation of the emergency fund for Indonesia.
  • Support and assist in the coordination of NS relief and recovery operations for disasters and crisis.
  • Ensure that risk reduction elements are incorporated in relief and recovery operations wherever appropriate.
  • Be prepared to be mobilized and deployed by the IFRC secretariat to provide technical and /or operational support to other National Societies, Regional Reference Centre or IFRC offices in Asia-Pacific or in other regions if requested.

COOPERATION, NETWORKING AND PARTNESHIPS

  • Take an active leadership role in developing new, and strengthening existing relationships with multilateral donors, governments and the private sector with special emphasis in resource mobilization.
  • Promote Movement contingency planning exercises in line with the recommendations of the Strengthen Movement Coordination and Cooperation (SMCC) decisions.
  • Develop and submit innovative funding proposals facilitating better delegation support to NS and ASEAN
  • Engage with the ASEAN Secretariat and AHA Centre on relevant initiatives
  • Support the ICBRR consortium in Timor-Leste
  • Contribute to building stronger partnerships and supporting better positioning of IFRC with external stakeholders, UN Agencies, Governments, Cooperation Agencies, International NGOs, Private and Academic Sectors.
  • Coordinate with Disaster Law technical team to support the ongoing legal preparedness initiatives in the NS and with ASEAN.
  • Ensure effective communication with donors and maintain an oversight of all programmes related funding and pledges.

MANAGEMENT

  • Contribute to the Delegation operational plan, programme updates and reports in agreed formats as well as the development of proposals and concept notes to support of fundraising efforts.
  • Assume budget holder responsibility over relevant projects and ensure appropriate control on income and expenditures versus plans as well as guarantee sound planning and financial management in accordance with IFRC policies, standards and practices.
  • Capture evidence of resilience investment in the region (DRR, health, etc.) through annual mapping, cost-benefit analysis, case studies, reviews and evaluations.
  • Coach, mentor and support project and team managers with emphasis in capacity building, professional development and career management.
  • Support and advise project and team managers in developing project concepts and proposals; managing resources, budgets and projects; managing teams and quality including evidence-based approaches to decision making, evaluations and reporting, and continual improvement processes.

Education

  • Relevant university degree or equivalent knowledge (required)
  • IMPACT/Basic Delegates Training Course (required)
  • Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector, management, etc.) (preferred)

Experience

  • Minimum of 7 years work experience in the international sector, focused on humanitarian needs (disaster preparedness, prevention, mitigation, response etc.) (required)
  • Minimum of 3 years work experience with the Red Cross/Red Crescent Movement, including time in the field and/or with a National Society (preferred)
  • Management of a team with a minimum 3-year experience of managing, coaching, and supporting staff (required)
  • Experience of working in both emergencies and developmental contexts (required)
  • Experience with participatory assessment, programmed planning, management techniques and coordination (required)
  • Experience of planning and managing finances and budgets (required)

Knowledge, Skills and Language

  • Demonstrated skill in analytical and strategic thinking (required)
  • Writing progress and final reports, represent and reporting to donors; and fund raising (required)
  • Self-supporting in computers (Windows, spreadsheets, word-processing, email, etc.) (required)
  • Able to work well in a multicultural team and in a changing environment (required)
  • Fluently spoken and written English (required)
  • Good command of another IFRC official language (French, Spanish or Arabic) (peferred)
