The American Bar Association Rule of Law Initiative (ABA ROLI) seeks a motivated gender specialist to join a global team as a Program Coordinator (consultant position) supporting the Legal Reform Fund’s (LRF) work in Indonesia. LRF is a global three-year project supported by the U.S. Department of State’s Office of Global Women’s Issues (S/GWI) to address barriers to women’s full and effective participation in economic life in five key areas. These include access to institutions; removing employment barriers; property acquisition, ownership, and management; building credit; and ability to travel.

This position offers a unique opportunity to lead the development of a women’s economic empowerment program in Indonesia focused on delivering technical assistance to key government and institutional actors by bridging an initial assessment phase with the creation and implementation of technical assistance activities based on those findings. This consultant position will be responsible for on the ground program implementation including outreach, research activities (e.g., key informant interviews and focus group discussions), workplan development, executing technical assistance activities, and program monitoring and evaluation.

This is a full-time telework position but may become office-based in the future. The candidate will initially be hired as a consultant on a 12-month contract with ABA ROLI’s USA headquarters.

RESPONSIBILITIES

· Works closely with a team comprised of ABA ROLI staff located in Washington D.C, pro bono attorneys, and other regional and Indonesia-based consultants, reporting directly to a D.C-based Program Director.

· Contributes substantively to an assessment report on women’s economic status in Indonesia and related workplan for technical assistance activities based on the country assessment report.

· Conducts outreach efforts and builds partnerships with key stakeholders, including but not limited to, local civil society organizations, issue-area experts, politicians, and policymakers.

· Develops and implements substantive programming and activities such as training workshops, stakeholder consultations, and direct support to relevant government agencies.

· Leads logistics for in-country events, including procurement of venues, caterers, translation, and other related services.

· Manages a budget and tracks expenses in compliance with ABA ROLI and donor policies as it relates to program activities on the ground in Indonesia.

· Contributes to program reporting on a weekly, quarterly, and annual basis, including drafting or editing technical sections of donor reports and documenting metrics for program monitoring and evaluation.

· Ensures compliance with all relevant ABA financial and operational procedures, and with support from administrative staff, provides regular financial reporting.

· Performs other related duties as required.

REQUIRED QUALIFICATIONS

· Experience and expressed interest in working on issues related to women’s economic empowerment.

· University degree in law, gender studies, development studies, sociology, public policy, or another relevant field.

· At least five years of experience in law, public policy, development, or a related field with demonstrated expertise in human rights and in gender issues.

· Familiarity with the local political, cultural, and legal context and regulatory environment in Indonesia.

· Experience working with government and other key stakeholders in Indonesia. Familiarity with human rights in rural and Indigenous communities in Indonesia.

· Ability to travel within Indonesia and internationally (dependent on COVID-19 restrictions).

· Demonstrated commitment to principles of gender equality and social inclusion and inclusive programmatic approach.

· Legal ability to work in Indonesia.

· Fluent written and verbal communication skills in English and Bahasa Indonesia

PREFERRED QUALIFICATIONS

· Master’s or doctoral degree in law, gender studies, development studies, sociology, public policy, or another relevant field.

· Experience supporting implementation of programs by international non-governmental, governmental, or inter-governmental organizations.

· Proficiency in economic/financial sector issues related to gender.

· Demonstrated leadership in the civil society or governmental sector at any level.

· Aptitude for working with marginalized or vulnerable populations, including non-extractive research techniques and sensitivity to individuals with special needs, minority groups, and Indigenous communities.

· Experience and/or interest in working on qualitative research products.

· Familiarity with legal research, legislative drafting, and/or strategic litigation.
