Organizational Scope & Context:

The Migrant Protection Return and Reintegration Programme – North Africa (MPRR-NA) is a multi-year European Union (EU) funded Programme that is providing protection, assistance and return and reintegration services to migrants, as well as strengthening collaboration and partnerships with government counterparts through capacity building activities and frequent meetings.

Under the overall supervision of the Programme Manager and the direct supervision of the Senior Programme Assistant, the incumbent will provide program support for the implementation of the MPRR-NA and will be responsible for the following activities and tasks. In particular s/he will:

Responsibilities and Accountabilities:

  1. Support the Programme Manager and Senior Programme Assistant in the planning and implementation of the Assisted Voluntary Return and Reintegration (AVRR) component of the MPRR project in Egypt, including its financial, administrative, and technical aspects, in compliance with IOM policies and standards, as well as donor requirements.

2. Assist to develop and maintain AVRR work plans, including to ensure availability of airport assistance upon departure to facilitate the smooth departure of stranded migrants to countries of origin.

3. Maintain strong contacts IOM Offices in countries of origin to coordinate for return clearances and availability of operational assistance in countries of transit and origin as may be required.

4. Assist to review and approve reintegration assistance plans of migrants returning from Egypt to countries of origin with IOM assistance, ensuring compliance with IOM financial rules and regulations.

5. Support with monitoring reintegration assistance in countries of origin under IOM Egypt managed projects to be conducted by IOM missions in countries of origin as required.

6. Maintain an internal database on migrants provided with return assistance, including to track the status of the provision of reintegration assistance under IOM Egypt projects and follow-up with IOM missions in countries of origin as required.

7. In coordination with the Senior Programme Assistant, contribute to the development and improvement of related country specific tools to be used in line with IOM procedures.

8. Provide inputs concerning all activities from Egypt to the monthly and interim reports, hence contributing to timely submission of IOM Egypt inputs to the project management site at IOM Regional Office in Cairo.

9. Support other colleagues in the production of regular briefings, summaries, press releases, visibility activities and other relevant information materials on the project.

10. Support capacity building initiatives, including training, seminars, conferences, and curriculum development.

11. Support the development of Concept Notes and Agendas for capacity building events. Assist in drafting letters and other related communications to partners, government officials, and stakeholders.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Bachelor’s degree in development, Management, Political, Law, Social Sciences, or a related field from an accredited academic institution with three years of relevant professional experience; or,
  • Secondary school degree/certificate with five years of relevant professional experience.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
  • Experience in the field of Assisted Voluntary Return and Reintegration (AVRR) or Humanitarian Repatriation (HRAP) of stranded migrants to countries of origin.

SKILL

  • Strong communication skills is essential.
  • Knowledge of protection and determination of vulnerabilities.
  • Knowledge of IOM’s Mimosa system is an advantage.
  • Strong knowledge of computer applications, especially MS Word, Excel, Outlook and Access

REQUIRED

For all applicants, fluency in Arabic and English is required (oral and written).

DESIRABLE

Working Knowledge of French is advantageous.
