Program / Department Summary 

Mercy Corps   is   implementing the project to promote peaceful coexistence and wellbeing for returnees and host communities in conflict affected communities in Ninawa trough psychosocial resilience, social cohesion and livelihood restoration, The first project’s pillar is based on the principle that the safety and wellbeing of returnees and host communities’ youth and adolescents in Ninawa is crucial to mitigate protection risks and avoid negative coping behaviors (Outcome 1: Improved psychosocial wellbeing for vulnerable adolescents and youth aged 10-24). As the second project’s pillar, once youth have positive coping skills they are able to participate to the civic life and promote social cohesion (Outcome 2: Increased social cohesion between communities including greater inclusion of women and youth in Ninawa). Also, the third project’s pillar is linked to the first pillar. The coping skills obtained through the psychosocial support activities will also allow returnees and host communities youth to absorb new skills for starting livelihood activities. Therefore, the project will focus on connecting older youth (18-24) to increased livelihood opportunities (Outcome 3: Increased economic resilience of youth through enhanced livelihood opportunities in three districts of Ninawa).

GENERAL POSITION SUMMARY:

The Admin and program assistant will work closely and under supervision with program manager  to implement the program activities of administration and other program sector in collaboration with local partners team and Local Peace Committees   in  Mosul, Telkaif and Sinjar districts  to enhance  peaceful environment and wellbeing of the returnees and host communities in conflict affected Mosul, Telkaif and Sinjar districts through psychosocial resilience, social cohesion and livelihood restoration,  S/he will be in the field to follow the program activities on daily basis.

 

Essential Job Responsibilities:

  • Work closely with local partners’ staff and Local Peace Committees in and out of centers in Mosul, Telkaif and Sinjar.
  • Responsible for filing and organizing program documentation in a clear and accessible manner.
  • work closely with the Program Manger to ensure proper logistics, administration, human resources of the program are conducted within MC policy and with the maximum benefit to the program
  • Responsible for program procurement and Finance forecast (projection) planning and daily coordination of procurement activities.
  • Responsible for the procurement process in coordination with the team.
  • Coordinate with Finance Department to ensure that payments to vendors has been made on-time and without any unnecessary strain on the financial system
  • Coordinate with the program team for their daily vehicle booking and fleet arrangement.
  • Assist the Program Manager in the BVA update and have a track of the all the program expenditures.
  • Conduct TOT for CBO staff on Social Cohesion & basic conflict management
  • conduct field visit to evaluate compliance and timely completion of the plan activities
  • Assist the program officer in reporting and passing regulations from/to field/office.
  • Support local partners in daily needs in the locations,
  • Close field supervision of PSS, protection, social cohesion and livelihood activities
  • Preparing or supervising trainings for local partners and/or community members
  • Train and guide case managers and outreach counsellors who will be in the friendly spaces or doing outreach in the targeted area
  • Reporting regularly and upon need to the program officer and if needed to the program manager
  • Assis in all documenting procedures for beneficiaries in Mosul, Telkaif and Sinjar
  • Any other task requested by line manager either planned or urgent

  

ACCOUNTABILITY: Accountable to Position Description, MC HR Manual, and Code of Conduct Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY: None

REPORTS DIRECTLY TO: TAGHIR Program Manager (Mosul)

WORKS DIRECTLY WITH: MEL Unit, Program staff, local partners’ staff, Local Peace Committees, field-based logistics and finance teams, and other MC team members.


Qualifications & Preferred Skills

 

Knowledge and Experience

  • Minimum 1-year experience in data management (Excel or other software)
  • University degree in a related field.
  • Must have experience working with communities.
  • Previous experience in working with partners, volunteers, in social cohesion preferable.
  • Good level of written and spoken English.
  • Strong organizational skills as well as attention to detail;
