Program Advisor

The Program Advisor is hired for a two-year project to strengthen existing capacities of the Philippine Red Cross (PRC), local government units and local community members managing WASH- related systems in ten communities in the provinces of Biliran, Negros Occidental, Cebu and Leyte.

The position is responsible for the overall coordination of support provided to the various PRC units or teams to ensure sound management.

The position with support from the CRC Delegation and NHQ’s also oversees planning, finance, implementation, monitoring to ensure compliance and an integrated management approach to program delivery.

This position is for 24 months with the possibility of renewal reporting to the Canadian Red Cross Country Representative with technical support provided by the PRC WASH Manager and CRC NHQ Technical Advisors.

Job descriptions:

Program Management

  1. Coordinate and oversee assessment activities and the preparation of the operational plans and budgets with the respective areas of the PRC with technical support from the CRC Country Office in Manila
  2. Coordinate and oversee the program implementation and effective monitoring with the respective areas of the PRC with technical support from the CRC Country Representative Office in Manila
  3. Establish guidelines and strategies for program implementation
  4. Other tasks and activities as determined necessary

Risk Management, Compliance and Finance Management

  1. Ensure overall compliance with PRC ‘s Agreements with CRC
  2. Prepare and manage a risk management strategy for the program in Philippines
  3. Oversee the preparation, review, and presentation of required program budget and results reporting and documentation as outlined in PRC Agreements with CRC

Partnership Coordination

  1. Identify and coordinate opportunities for cooperation with Movement partners in CRC supported program planning and implementation
  2. Convene meetings and prepare required documents for the Program Task Force

PMER

  1. Prepare and coordinate timely program reports
  2. Participate in the review and evaluation of the results and impact of the program
  3. Coordinate with CRC and PRC Technical PMER Offices

Qualifications:

  1. University degree in a relevant field (Management, Geography, Social Sciences) or an equivalent combination of education and experience (i.e. relevant certification and extensive relevant experience) (required)
  2. Demonstrated Knowledge of national and regional strategies and global trends for disaster
    risk reduction, public health in emergency, capacity building initiatives and cross-cutting themes
  3. Demonstrated Knowledge of disaster management context in the country

Work experience and skills:

  1. 5 years’ relevant experience in planning, management, budgeting, and administration (required)
  2. 3 years of experience in disaster risk management or organizational development (required)
  3. Experience in coordination (required)
  4. Experience in report writing (required)
  5. Experience in systems development and staff support (preferred)
  6. Experience in the Red Cross Movement (preferred)
  7. Experience in Results Based Management (preferred)
