Program Summary:

Project HOPE is providing humanitarian assistance to internally displaced and conflict-affected persons throughout Ukraine, as well as support to refugees in Poland, Romania, and Moldova. The portfolio in Ukraine focuses on Health, Protection, and WASH programming in partnership with local NGOs, with private funding and support from USAID/BHA.

This position will be based in Ukraine. Local Nationals Only

POSITION SUMMARY:

The Program Administrator will provide support and assistance to the Program Management team primarily focused on meeting programmatic needs related to Gifts in Kind Donations (GIK) management and coordination.

PRINCIPAL RESPONSIBILITIES:

  • Manage Gift in kind donations – including big cargos of medicine, medical supplies, medical equipment – given from a variety of sources.
  • Administer/Coordinate process of division of big cargos to different facilities according to needs of facilities.
  • Administer all documentation necessary both from compliance and GIK donor parties.
  • Produce timely GIK donor reports once all donated GIK items are distributed and utilized by facilities to which they were provided.
  • Maintain database on all upcoming GIK cargos and database on all distributed GIKs to facilities.
  • Effectively coordinate and communicate between internal stakeholders including the Team Leads, Operations and Logistics and Supply Chain departments regarding inbound product donations and the status of orders/outbound shipments.
  • Serve as a resource to the Project HOPE Ukraine mission on GIK reporting and requirements.
  • Liaise and Assist the Supply Chain teams in following up on target indicators and accurate documentation.
  • Continuously improve product allocation and distribution process based on donor profiles/priorities and product catalogs, anticipated shipping schedules, partner profiles/priorities and historical aid distribution data.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree Business administration, Communications, or International Development and/or in a relevant field of study.
  • 2-3 years’ experience, of which at least 1 year in developing countries or resource deprived environment or equivalent combination of education and experience.
  • Familiarity with international humanitarian operations, coordination structures, especially related to Gift in Kinds coordination and management.
  • Emergency response experience with strong experience handling work on tight timelines.
  • Strong interpersonal skills and commitment to humanitarian principles.
  • Exhibits excellent relationship building skills and ability to communicate and sell the concept of the pharmaceutical and medical supply redistribution program.
  • Utilizes critical thinking and analytical skills with attention to detail working within structured and established procedures. When relevant, recommends process improvements and changes to established procedures.
  • Fluent knowledge of Ukrainian and English (Upper-intermediate or higher; interview conducted in English).
  • Essential computer literacy (word, excel and internet).

Work environment:

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
