ABOUT

JIPS is an interagency service set up in 2009 and dedicated to bringing governments, displaced persons, host communities and national and international actors together to collaborate towards durable solutions for internal displacement. JIPS is a globally recognized neutral broker that supports collaborative and responsible approaches to data collection and use in internal displacement contexts, with a particular focus on developing national capacities, protracted displacement, durable solutions, and urban displacement.

This is done through technical and collaboration support to field partners, by providing quality guidance and hands-on tools, and by advancing global discourse towards sound global action and standards. JIPS is overseen by an Executive Committee comprised of the Danish Refugee Council (DRC), the UN High Commissioner for Refugees (UNHCR), the UN Development Programme (UNDP), the UN Office for Humanitarian Affairs (OCHA), the Internal Displacement Monitoring Centre (IDMC), the Norwegian Refugee Council (NRC), and the Office of the Special Rapporteur on the human rights of IDPs.

JIPS is a dynamic team that prioritises innovation, partnership, and professional development. It functions according to a set of principles that guide both the content and approach to its work being collaborative, human-centred, complementary, ethical, and transparent.

OVERALL PURPOSE

Under the direct supervision of JIPS’ Regional Coordinator (Americas) and in close collaboration with JIPS’ team, and aligned with the organisational strategy 2021-2023, the consultant will support the joint analysis, validation & reporting, dissemination, and use of data of the Chihuahua Internal Displacement Profiling JIPS is facilitating in Mexico.

AIN RESPONSIBILITIES

  • Joint analysis

    • Law and policy mapping regarding internal displacement in Chihuahua: carry out desk-research to complement a) responses to public information requests and b) notes from key informant interviews and produce a report with recommendations on potential entry points to address internal displacement. Participate in feedback and validation sessions and incorporate partners’ comments.
    • Review, complement, and contribute to the finalisation of 3 draft thematic briefs that the TWG has produced for the meeting of the Governor’s cabinet.
    • Support the remaining preliminary analysis (outside of the 3 thematic briefs):
      • Qualitative analysis: support the work of the preliminary analysis team who is processing data from key informant interviews and focus group discussions.
      • Preparing, documenting, and following up on meetings of the technical team to discuss findings of preliminary qualitative and quantitative analysis.
      • Liaising between the TWG and the technical team at JIPS, including preparing presentations & managing language in documents so that JIPS can provide input.
    • Planning, participating in, and documenting joint analysis sessions (group sessions, bilateral meetings, etc.) based on the preliminary analysis.
  • Communications

    • Contributing to the design and implementation of a dissemination strategy: global events, regional events, feeding into an IRIS event, events with municipalities, etc.
    • Reviewing report, and contributing to presentations, session guides, and other outputs as defined by the technical working group.
    • Working with the JIPS KM&C team to include the Chihuahua profiling exercise and our work in Mexico in JIPS’ communications.
    • Contributing to the design and implementation of a dissemination strategy for JIPS materials recently produced in Spanish: materials from the Durable Solutions Project and the Spanish mini profiling guidance.

TIMELINE AND DELIVERABLES

  • October – Joint analysis process
    • 11/10 – Deliverable 1: policy and legal mapping report
    • 17/10 – State government presents 2023 budget to the state legislature. 3 thematic briefs need to be incorporated into state programs.
    • 31/10 – Deliverable 2: Dissemination of results and use of data proposal (based on the mapping and the results of the joint analysis process
  • November – Production of final report and other deliverables
    • 25/11 – Deliverable 3: inputs to final report and other products as defined by the TWG (for each product, at least one revised version: with comments and specific suggestions in track changes). These inputs should reflect TWG discussions, feedback received, and technical soundness of the content as well as style.
  • December – Planning
    • 30/12 – Deliverable 4: Final, TWG-validated dissemination strategy for the local, national, regional, and global level for the results of the profiling exercise and additional dissemination strategy for JIPS materials recently produced in Spanish.

Payments will be executed in 4 equal parts after approval of submitted deliverables.

QUALIFICATION, EXPERIENCE & COMPETENCIES

QUALIFICATIONS, EXPERIENCE

  • Master’s degree
  • At least 4 years of experience working in public policy, human rights, humanitarian affairs, or development in Latin America
  • Experience or interest in working on forced displacement
  • Experience in communicating about complex and technical issues (related to forced displacement and data a plus)
  • Experience analysing qualitative and quantitative data and producing recommendations for policymakers

COMPETENCIES

  • Proficient in written and spoken English (fluency in French and/or Spanish written and spoken a plus)

  • Excellent written and verbal communication skills, including extensive experience writing and editing

  • A creative thinker with high attention to detail, proactive and self-motivated, with a proven analytical mindset, problem-solving approach and the capacity to “think outside the box”

  • Excellent organizational, project manager and communicator, able to work independently in a structured/systematic manner and according to project timelines, juggling diverse project-related tasks

  • Effective and resourceful team player, able to liaise and communicate with colleagues at all levels of seniority and from different cultures and areas of expertise
