Context

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of origins, religion, gender or political affiliation.

In recent years, there has been a significant development in MSF’s medical and operational activities that has been sustained by an upsurge in MSF’s operational budget and complexity. Every year, approximately half of MSF’s budget is spent in procurement (services and goods).

In this context, MSF wants to develop the best procurement practices in order to achieve optimal operational efficiency by avoiding duplication, waste and operational complexity.

Mission

To develop best procurement practices in the MSF Suisse Headquarter (HQ) in order to increase effectiveness, efficiency, quality and accountability on procured goods and services while reducing risks.

Scope of responsibilities

Develop awareness on procurement in the MSF Suisse HQ

  • Communicate to the HQ stakeholders on the procurement approach and added values.
  • Raise awareness on procurement principles and processes.
  • Train and empower key actors within the process.

Support HQ in developing good procurement practices

  • Analyze spend and identify strategic suppliers and categories.
  • Define with HQ management team the priority categories, plan procurement activity and ensure teams availability.
  • Analyze current procurement practices, procedures and tools, propose and develop, based on existing materials, required improvement in order to reach best practices.

Lead tenders according to HQ processes

  • Define, in collaboration with the requesting departments the best procurement strategy
  • Guide the requesting departments in the needs analysis: volumes and technical specifications.
  • Guide the requesting departments in the sourcing of potential suppliers.
  • Launch the tender and lead the analysis of the offers
  • Lead the negotiations with suppliers.
  • Participate in selecting the most relevant supplier based on pre-established selection criteria.
  • Support the different departments in their relationship with their suppliers if needed (negotiation, dispute etc).

Ensure the purchase of goods and services are in adherence to the Procurement Procedure and policies

  • Define, formalize, and implement the Procurement policies/Procedures of MSF OCG
  • Ensure an analytical and historical mapping and a forecast of purchases in order to define, together with internal stakeholders, the priorities

Team management

  • Manage the Procurement division of the MSF OCG’s HQ

Intersectional approach

  • Actively participate to the MSF Strategic Procurement Program as the focal point for MSF OCG
  • Play an active role in the synergy of Procurement activities with other Operational Centres and ESCs
  • Participate to the intersectional platforms dedicated to the procurement function

Your Profile

Education

  • Masters level in Business Management or Supply Chain
  • Procurement specialization is welcome or a combination of relevant education and professional experience.

Experience

  • 5+ years of relevant experience in procurement positions in complex international organizations.
  • Direct work experience in Project Management, including people management, planning and change management.

Languages

  • Fluent in French and English

Terms of Employment

  • Full-time position 100% (40h/week)
  • Open-ended contract
  • Working place : Geneva,
  • Ideal start date: As Soon As Possible
  • Gross annual salary: from CHF 91’663.- to CHF 105’179.- (salary commensurate with equivalent experience and internal salary grid)
