JOB PURPOSE

The consultant will provide specialist advice, analytics, and contributions on the management of country offices’ Supply Chain operations or at the Regional Bureau, thus ensuring an effective and integrated Supply Chain approach to meet WFP’s and the country offices’ objectives.

KEY ACCOUNTABILITIES

Specific Taskswill be tailored to the projects and Regional Bureau/Country Office’s specific needs. Based on your experience level and expertise areas, the consultant will be involved to a greater or lesser degreein work related, but not limited, to the following, depending on your level:

  • Consolidate and analyse data from which to inform Country sourcing strategies or plan specialist procurement initiatives that support effective and cost optimising purchase decisions.
  • Provide oversight, guidance and support with / to Country Offices with relatively straight forward procurement needs (moderate value commodities, delivering programmes of a similar nature) on implementing best practice procurement policies and procedures, ensuring a strategic, forward purchasing approach to procurement in compliance with wider WFP policies, standards and regulations.
  • Lead the implementation of procurement projects of moderate complexity or manage operational activities for a Country Office (e.g. issue tenders, evaluate offers and negotiate/award contracts), to ensure successful procurement of food and non-food commodities or services.
  • Identify, develop and maintain strong relationships with all relevant suppliers and vendors to enable WFP to maximise the value of the service delivered.
  • Work in close collaboration with cross functional counterparts to align procurement activities and promote an integrated supply-chain approach to food assistance.
  • Manage individual procurement officers or small procurement teams ensuring appropriate development and enable high performance.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

Master’s degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant fields, or Bachelor’s degree with an additional relevant work experience and/or training courses.

WORK EXPERIENCE

  • Experience at least 6 years on working in procurement area.
  • Experience communicating and coordinating with UN agencies/ large international conglomerates.
  • Experience working with food commodity markets (incl. experience with freight markets) as well as goods and services needed in support of WFP’s Operations and its related market intelligence.
  • Experience in market assessment, sourcing analysis and strategy formulation.
  • Experience working in an emergency environment is a plus.

KEY COMPETENCIES

  • Strong understanding of procurement principles and best practices, and their application to respond to and resolve a range of complex activities.
  • Strong analytical and technical skills in the related areas.
  • Excellent stakeholder management skill both internally and external – Ability to build relationships with a variety of individuals across and outside WFP to effectively understand and meet operational delivery requirements.
  • Strong task prioritization, problem-solving, time management skills and ability to work under pressure.
  • Excellent communication, presentation and interpersonal skills.

LANGUAGE

  • Proficiency in both oral and written communication skills in English.
