Job Purpose

Under the supervision of the Logistics Coordinator, Procurement Officer will co-ordinate and support in country procurement services to enable the delivery of logistics services in-line the operational objectives and following IFRC procedures ensuring right quality and optimised procurement service that meets the requests of services users in the operation.
This role is primarily focused on conducting all country level procurement activities for and on behalf of IFRC. The Procurement Officer will be supported by the Logistics & Procurement Officer and be responsible for procurement activities e.g. ensuring local sourcing, timely deliveries, quality of goods and services, local market research.

Job Duties and Responsibilities

  • Coordinate and execute all country level procurement activities such as office supplies, goods, and services.
  • Ensure that procurement of goods and services are in line with the Federation procurement procedures and ensure documentation compiles with full audit trail standards and provide advice on local sourcing of goods and services required.
  • Ensure that reporting against working advance is arranged in a timely manner.
  • Based on the approved requisition Prepare RFQ, send it to the supplier, get quotations within the time, review the samples as part of COC, prepare Evaluation report, Finalised the CBA and after getting approval, proceeding with issuing the Purchase order.
  • Preparation of Procurement file for HLS&SCM Global Services Centre for Technical Approval for the procurement above the authorized limit at country level. Scanning of LR, RFP, Bid Documents, Technical Evaluation sheets, CBAs, Draft Contract, all correspondences with the suppliers and any other documentation demanded from HL&SCM Global Services Centre.
  • Liaise with relevant country level operational partners and governmental bodies and keep up to date with local market conditions to enable delivery of most efficient procurement services.
  • Maintain and communicate a comprehensive data of all goods and services procured at a country level through Procurement Database, and registered suppliers in the Supplier Database to enable HLS&CM to evaluate and identify opportunities to consolidate supplier commercial arrangements for the benefit of the IFRC and its country partners.

Education

Required:

  • Professional qualification in Logistics Procurement and Supply chain management or equivalent experience

Preferred:

  • Course in Office Management, business, and computer

Experience

Required:

  • 3 years of professional experience in Procurement Management, and/or General Logistics or a suitable combination of experience and education

Preferred:

  • Red Cross/Red Crescent knowledge and experience
  • Previous working experience with humanitarian organisation will be an added advantage.

Languages:

Required:

  • Fluently spoken and written English and Turkish

Preferred:

  • Good command of another IFRC official language (French, Spanish or Arabic)
