About Horan Foundation

HORAN FOUNDATION is a Syrian-focused non-profit organization working in Syria and countries of asylum with no discrimination. Through emergency interventions, meeting their basic needs, and implementing highly competent community development programs.
HORAN FOUNDATION was established with the escalation of the Syrian crisis at the beginning of 2012 in Jordan and registered in Turkey in 2014 and Switzerland in 2016, where it started as a group of friends to provide emergency humanitarian assistance in Daraa and its countryside. Since then, HORAN FOUNDATION has developed to become one of the largest organizations supporting the Syrian people, through the implementation of 350 projects that helped the lives of more than 10 million beneficiaries throughout the Syrian territory and neighboring countries asylum, and also contributed to the establishment of the Platform of Syrian Associations (Minber Suriye), one of the most important coordination platforms for humanitarian workers in the Syrian affairs. It has a membership of the NGO Forum and membership in Syrian Networks and membership in the Forum for the Voice of the Displaced Syrians.

Overall Purpose:

The role of the Procurement and logistic coordinator is to work as part of the Procurement and logistic team, managing all responsibilities related to supply and procurement, supply staff, and support management of procurement processes and implementation of sourcing strategy.

Main Responsibilities and Tasks:

• Plan, organize, and coordinate all procurement & logistic activities, in line with HF standards and procedures and donor requirements
• throughout the project cycle, provide information for the (re-)planning of supply activities, including in the early stages of new programs and donor proposals.

• Review all requisitions and feedback to requesters regarding accuracy and processing status.

• Coordinate all local purchases to ensure compliance with policy and customs regulations.

• Identify new sources of procurement to identify the most cost-effective purchasing routes to meet the program’s needs.

• Oversee the implementation and monitoring of procurement processes and ensure conformity to procedures and timely delivery of goods and services.
• Coordinate communication with the field projects and Turkey office, providing technical advice on supply, procurement software, and procurement policies.

• Directly involved in tender or other procurement processes where necessary.

• Working with stakeholders to define specifications and decision-making criteria for all tenders as well as undertake the tender process as required.

• Willingness to travel to project sites inside and outside Turkey.

• Take up any additional responsibilities assigned by the line manager

Qualifications / Technical Skills:

• Minimum university degree in a related field (engineering, economics, business administration, etc.).
•3-4 years of Work experience in the sector, with beneficiaries, or within community training programs
• Experience in project management, implementation, supervision, planning, and reporting, preferably in the context of the humanitarian / development sectors.
• Knowledge of the humanitarian context that affects societies in Syria.
• Proficiency in working with Microsoft Office programs, especially Word, Excel, and Outlook.
• Good command of the English language.
• Experience in humanitarian organizations is desirable.
