JOB DESCRIPTION/SCOPE OF WORK

Position Title: Procurement Expert

This scope of work sets forth the professional services to be provided by a suitably qualified and experienced Procurement Expert, to coordinate the USAID and GF support to the FMOH through the USAID Global Health Supply Chain- Procurement and Supply Management (GHSC-PSM) project (to be known subsequently as TA contractor on this SOW, to carry out a competitive procurement process for the selection of a qualified operator of the APMW and LFMW using a PPP model. FMOH/FDS will take the lead in design decisions and will direct the Procurement Expert’s work within a larger Project Development Team (PDT) that also includes a Project Team Leader, a Finance Expert, and a Legal Expert. The Procurement Expert will primarily work in the GHSC-PSM office and provide weekly /bi-weekly updates to the FMOH/Food and Drug Services office in Abuja alongside the other consultants assigned thematic roles for this important assignment. USG, GF, and other relevant stakeholders will send representation at these meetings.

Background

Nigeria’s Federal Ministry of Health (FMOH) in partnership with the United States Agency for International Development (USAID) and the Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) constructed two Pharma-grade Warehouses: the Abuja Premier Medical Warehouse (APMW) and the Lagos Federal Medical Warehouse (LFMW). The purpose of these modern warehouses was to ensure effective and sustainable storage of government and donated public health commodities.

To ensure the effective operation and maintenance of these state-of-the-art medical warehousing facilities, while also addressing challenges related to inventory management, human resources, and quality assurance, FMOH and USAID signed a Memorandum of Understanding (MoU) establishing an agreement that these two pharmaceutical-grade storage facilities to be operated, managed, and maintained by a private party selected through the Public-Private Partnership (PPP) model. Using a competitive procurement process, FMOH selected a private operator and awarded a five-year contract to operate and manage the two warehouses.

This PPP contract is coming to term on May 14, 2024. Therefore, FMOH is planning to refresh the tendering process to achieve greater value for money through (i) effective competition and (ii) access to qualified and capable service providers. The FMOH Food and Drug Services Division will lead the design and tendering process. USAID and the Global Fund will provide supportive assistance through the provision of technical assistance by a team of selected consultants.

Primary Tasks:

  • Provide expert advice to support a detailed analysis of the design and execution of the current management contract between FMOH and the current Private Operator.
  • Support the TA contractor to review the outline business case (OBC) and carry out the competitive procurement process for a new warehouse operator using the PPP model as required by the provisions of the ICRC ACT.
  • Act in an advisory role to support the two-stage PPP procurement process constituting of a Request for Quotes (RFQ) and Request for Proposal (RFP).
  • Participate and make technical inputs into the review of quotes from prospective bidders.
  • Provide support for the evaluation of technical and financial proposals submitted by the shortlisted bidders for the PPP contract.
  • Support FMOH to carry out contract negotiations through to the contract award and signature.
  • Work as part of the advisory team to support FMOH to onboard the new contractor and facilitate the transition and handover of APMW and LFMW warehouse management services to the new contractor.

Job Qualification

  • Advanced degree in relevant field and procurement and supply chain certifications (CIPS, APICS, CSCP, or similar), or 15 years equivalent experience
  • Knowledge of Nigeria’s Public Procurement Law and regulations, Infrastructure Concession
  • Commission Regulatory Act and public asset management is an added advantage.
  • Minimum of 8 years of experience managing end-to-end procurement processes.
  • Experience working on international donor-funded programs and national authorities.
  • Extensive technical experience in implementing or managing complex procurement processes including:
  • Design of RFQ and RFP documents
  • Tender evaluations
  • Contract negotiations
  • Contract performance management
  • Monitoring procurement work plans
  • Ability to deal with sensitive issues in the workplace in a multi-cultural environment and to build effective working relations with colleagues
  • Excellent spoken and written English.

Supervision

The Procurement Expert will report directly to the Director, Warehousing and Distribution.

Working Conditions/Duration of Assignment

This is a long-term position of the life of the contract based in Abuja, Nigeria.
