This position is placed in the Medical Devices Unit (MDU) within the Health Technology Centre (HTC) at UNICEF Supply Division (SD) in Copenhagen. The MDU comprises of commercial and technical functions that are jointly responsible for procurement of medical equipment, hospital furniture, health care consumables, personal protective equipment and other commodities utilised in public health for Global supply to UNICEF programs and Partners. The work of the unit supports to UNICEF’s overall programmatic goals and objectives. This post is located within commercial function and entails for planning and implementation of timely procurement actions compliant to the UNICEF Rules and Regulations.

The role includes supply sourcing by conducting International Tenders; establishing and maintaining Long-Term Arrangements (LTA) with suppliers; issuing Cost Estimates and Purchase Orders; establishing Service Contracts, monitoring suppliers’ performance, and expediting the orders; providing a continuous support to UNICEF Country Offices Worldwide for utilization of Direct Ordering Arrangements for goods and services.

How can you make a difference?

Under The Supervision Of a Contracts Officer, Performs All Procurement Activities In Compliance With The UNICEF Financial Rules And Regulations, Supply Division Procedures And Other Applicable Procurement Regulations, As Follows

• Reviews and evaluates incoming supply requisitions and requests to ensure quality and adequacy of information, specifications, appropriateness of requests, quantities, shipment, delivery dates, budgets. Prepare and draft price and cost estimates for PS transaction including freight.
• Reviews material specifications and requirements with customers, countries, the Technical counterparts and Quality Assurance Centre to ensure completeness and appropriateness. Ensures that customers’ claims/complaints are processed in collaboration with Shipping and Quality Assurance Centre.
• Prepares sales orders and Purchase requisitions, monitor and follows up on progress of sales orders and requisitions to ensure that commitments entered into are met.
• Drafts and prepares international tender invitations. Assists with preparation of award recommendations and Contracting review Committee (CRC) submittals. Drafts and prepares Long Term Arrangements and Purchase Orders for goods and services. Assists with implementation of Direct Order Arrangements.
• Monitors the status of Country Office programme and procurement service orders and center specific KPIs. Pro-actively expedites and follows up on placed orders for deliveries with all parties concerned in order to ensure timely and safe delivery of goods and services. Transmits all relevant information to customer including changes to planned deliveries, to facilitate delivery and customs clearance of shipments. Prepares and provides timely and regular status / monitoring reports to customers.
• Updating of databases and management systems for use by HQ, Field Offices or Regional Offices.
• Prepares evaluation of suppliers with respect to delivery performance and commercial acceptability.
• Maintains order filing in accordance with UNICEF guidelines.
• Any other duties or assignments as requested by the supervisor.

Requirements

• Completion of secondary education
• Minimum five years relevant working experience in a procurement function. Education in post-Bachelors program in procurement and/or commerce proved by graduation certificates/diplomas will be acceptable in lieu of experience.
• Fluency in English
• Valid work permit and residency in Denmark at the time of submitting the application. Note that the selected candidate is responsible for obtaining any required extension of their residency permit as an extension cannot be dependent on an employment with UNICEF

Desirables

• Additional training in business or commerce
• Proficiency in another UN language (Spanish, French, Russian, Chinese, Arabic).
