Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

On September 10, 2023, the northeastern region of Libya was struck by Storm Daniel, resulting in severe weather conditions characterized by powerful winds and sudden heavy rainfall. This inclement weather affected multiple areas, including Benghazi, Tobruk, Toukra, Talmeitha, Almarj. Taknes (Al Jabal Al Akhdar), Al Owailia, Bayada, Albayda, Shahhat, Sousa, and Derna.

The storm had devastating consequences, including the collapse of a dam in Derna, leading to entire neighborhoods being swept into the sea. It caused significant damage to infrastructure, including the road network, disrupted telecommunications services, and buildings, resulting in the displacement of at least 44,000 individuals.

Large-scale flooding occurred in Libya’s northeast areas, resulting in the loss of lives and extensive infrastructure damage in several coastal towns and along rivers, including Derna, Benghazi, Al-Jabal Al-Akhder, Al-Marj, Batah , Bayada , Albayda , Shahat , and Sousa.

The Lybian Red Crescent Society (LRCS) teams were on the ground immediately, coordinating closely with the IFRC and local authorities to assess the situation, support the search and rescue operation and provide help to affected people.

Job Purpose

The Procurement Delegate is tasked with planning and delivering procurement services with efficiency and effectiveness, encompassing both procurement and reporting aspects. The primary focus is on overseeing the procurement management function, addressing requirements, and facilitating activities from sourcing to the delivery point of use. The ultimate goal of the role is to ensure the Libya Storm Daniel operation runs smoothly and promptly by providing support in a streamlined and timely manner.

The incumbent will be responsible for the effective and efficient establishment and management of the IFRC framework agreements related to operational procurement and key services required by the IFRC Delegation in Libya, in coordination with the GHS&SCM team in MENA.

Job Duties and Responsibilities

  • Ensure that the IFRC standard procurement practices are duly followed and keep records to fulfill audit trail standards.
  • Obtain no less than three quotations, prepare a Comparative Bid Analysis and purchase recommendations, ensure that all information is systematically recorded in Purchase Committee minutes, where appropriate.
  • Plan, coordinate, and organize country-level IFRC procurement activities in full compliance with IFRC Procurement Procedures and best practices to enable a high-quality, efficient, and cost-effective procurement process that meets the requests of the services users.
  • Maintain and communicate a comprehensive data of all goods and services procured for operation, and registered suppliers to enable GHS&SCM to evaluate and instigate opportunities to consolidate supplier commercial arrangements for the benefit of the IFRC and its movement partners.
  • Report to the Operations Manager on any foreseen changes in procurement plans and activities.
  • Carry accountability for ensuring that all procured goods and services are compliant with IFRC regulations and quality standards, are fit for purpose and inspection compliant.
  • Liaise with the Operations Manager and Procurement Unit Manager (GHS&SCM, MENA Regional Office) to develop and manage a sourcing plan to procure required materials and services for the IFRC Country Delegation in Libya (e.g., Operational procurement, IT equipment, software, and security items).
  • Ensure a framework agreement is in place at the Delegation for all the recurrent administrative services.
  • Actively participate in the drafting of the specifications required for all procurements.
  • Actively participate in all the phases related to the tender, opening, analysis, and selection process (when required) related to all procurements conducted by the Delegation.
  • Provide technical specifications and details, where needed, to the IFRC Country Delegation in Libya, including the preparation of framework agreements related to administrative services and operational procurement.
  • Develop monthly procurement reports and maintain accurate requisition date information for all active procurement requests related to the Delegation’s procurement activities.
  • Ensure the translation of all procurement documents to or from Arabic / English, as required.
  • Liaise and coordinate with the relevant functions in the operation regarding the delivery of supplies and keep all parties informed of any changes on time.
  • Identify and maintain an accurate and up-to-date supplier information database for regularly purchased items and keep informed of local market conditions related to procurement activities.
  • Establish and maintain a good professional working relationship with suppliers.

Education

  • University degree in a relevant area – Required
  • Professional qualification in procurement or equivalent experience. – Required
  • Introduction to Cash Transfer Programming. – Preferred

Experience

  • At least 3 years of professional experience in a wide variety of logistics roles and activities, including procurement, contracting, transport management, warehouse management, stock control and customs clearance. – Required
  • 3 years of experience working for a humanitarian aid organization in a developing country. – Preferred
  • 3 years of experience in providing procurement services in complex emergencies. – Required
  • Experience in supporting a Cash Transfer Programme.
  • Experience of working in a multinational team (including ex-pats and local staff). – Preferred
  • Experience in field coordination and liaison with NGO, government, and other agencies. – Required
  • Experience in writing narrative and financial reports. – Required
  • Red Cross/Red Crescent knowledge and experience. – Preferred

Knowledge, Skills and Languages

  • In-depth grasp of international procurement practices, including legal aspects. – Required
  • Ability to work in a team, excellent communication, and interpersonal skills.

  • Must be able to travel frequently at all times and at short notice, and work outside normal working hours and under stressful working conditions. –Required
