Result of Service

  • Develop a strategy document consulted internally and externally, with annexed plan of action for implementation, laying out a strategic vision for OCHA PS collaborations. The document should include:
    • Definition of OCHA’s value proposition/niche in the engagement with the PS, conducting a SWOT analysis of the engagement.
    • Key financial and non-financial partnerships to be formed, clearly defined, and aligned with strategic priorities.
    • Defining key focus areas for partnerships and key PS partners to engage with.
    • Exploring innovative funding mechanisms and partnership models. o Identifying region-specific PS opportunities for OCHA.
  • Conduct workshop/deep dive meeting with relevant sections to contribute to PS engagement.
  • Present strategy document and plan of action to leadership team.
  • Craft professional pitch decks for engagement with prioritized PS partners with linked targeted outreach strategy.
  • Present library of tools and options such as a pitch deck, overarching strategic document and outreach guidance.

Duties and Responsibilities

  • Establish an understanding of the overall humanitarian funding/PS ecosystem and assess private-public sector financing trends and gather lessons learned and success stories.
  • Map PS interest in engaging in humanitarian response and specifically coordination (i.e., at the beginning of a crisis vis-à-vis at the recovery stage) to provide key information on when to engage the partners.
  • Consider OCHA’s unique value proposition and work, including specific global, country- and regional-level outreach and engagement.
  • Review and assess OCHA’s potential role in PS collaboration, including the size and source of potential funding, types of partnership (programmatic, operational, advocacy, financial, etc.), organizational set up with an eye to develop an overarching strategy for sustainable prioritized PS engagement, including resource mobilization opportunities for OCHA, the Central Emergency Response Fund, and the Country-based Pooled Funds.
  • Review and compare the fundraising models of other UN agencies. Propose a comparative benchmark with a similar sized and funded UN agency or programme, such as UNFPA, OHCHR or UN DCO.
  • Assess gaps and identify opportunities for OCHA in view of its unique mandate and operational model, current trends and proven best practices.
  • Identify new opportunities and an initial pipeline to develop and cultivate high value partnerships at global, regional, and national level and broker relationships between the PS and OCHA.
  • Review key thematic areas where OCHA can engage the private sector that mirror the humanitarian cluster system.
  • Explore sectoral or thematic area which could align with OCHA areas of expertise, such the technology sector.
  • Develop a targeted outreach plan and associated sample pitch materials.

Qualifications/special skills

  • Advanced university degree (Master’s degree or equivalent) in business administration, social sciences or a related field, is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • A minimum of ten (10) years of professional work experience within the international development or humanitarian context is required,
  • Proven track record of humanitarian/development and PS partnership building experience and existing networks and has the ability to work effectively independently, prioritize, and deliver time-sensitive high-quality work is required.
  • Strong conceptual, research and analytical skills with the ability to quickly analyze data and information from different sources and produce coherent reports is required.
  • Experience in writing high-quality analytical reports is desirable.
  • Knowledge and experience with international organizations is desirable.

Languages

  • Fluency in English is required.

OCHA’s engagement with the Private sector is an all-of-organization effort, encompassing the Response Support Branch (RSB) that brings together local, regional, and global responders to prepare for and rapidly respond to emergencies; the Partnerships and Resource Mobilization Branch (PRMB) that strengthens existing partnerships and develops new ones; and the Strategic Communication Branch (SCB) that manages digital giving platforms and campaigns, among others. These collective efforts aim to build mutually beneficial partnerships, as well as to mobilize capacity and resources for OCHA and across the UN system.
