UNHCR, the UN Refugee Agency, is offering a full-time position under International Individual Contractor Agreement (UNOPS) within the Private Sector Partnerships Service (PSP), Division of External Relations in our Asia Regional Office based in Tokyo, Japan.

This role will work closely with the Senior PSP Officer who will set goals and monitor progress in line with the 2022 plan.

Organisational context

The Private Sector Partnerships Service (PSP) sits within UNHCR’s Division of External Relations (DER) and is responsible for mobilizing resources and other forms of support from from the private sector. UNHCR has developed a Private Sector Fundraising Strategy 2018-20255with the overall goal of raising $1 billion annually from the private sector by 2025. This strategy focuses on both Individual Giving and partnerships and private philanthropy (PPH) and identifies priority fundraising markets and regions. The Private Partnerships and Philanthropy Strategic Framework 2018-2025 – a subset of the PSP strategy – presents a vision and objectives for the engagement of PPH donors.

As a part of this strategy, colleagues working on PPH engage with corporates, foundations and HNWIs to raise funds against an ambitious target of $300M annually by 2025 and secure other forms of support from PPH partners that advance UNHCR objectives and help persons of concern. The strategic framework lists Japan as one of the priority markets for PPH. The incumbent is expected to be a significant element into realizing the potential of PPH in Japan. He/she will work in close collaboration with Japan for UNHCR (J4U), UNHCR’s National Association Partner in the country, to acquire and develop relationships with PPH partners in Japan with the ultimate goal of developing a strong pipeline of multi-year multi-million partnerships with Japanese private sector entities.

The position

The incumbent will be under the supervision of Senior PSP Officer (Asia & Pacific) and will work very closely with the CEO of Japan for UNHCR to fulfil his/her functions. The incumbent will be embedded into the PPH team at Japan for UNHCR and work hand in hand with them to implement their PPH plans. The incumbent will furthermore help J4U liaise with key UNHCR teams including the representation in Tokyo and the Bureau for Asia and the Pacific in Bangkok.

The incumbent will be based in Tokyo, Japan and hosted in the offices of Japan for UNHCR.

Duties and responsibilities

In coordination with Japan for UNHCR and PSP Asia Regional, the incumbent is expected to:

• Work to acquire, develop and grow relationships with PPH partners and prospect in Japan to obtain financial support for UNHCR programs globally. While corporates are expected to be a key priority for the Japanese market, other income streams should be developed including foundations, HNWIs and faith-based giving. Special attention should be paid to the stewardship of newly acquired donors (especially those that started engaging with UNHCR to support an emergency) to identify the most promising donors and develop those relationships into longer-term partnerships.
• Whenever possible, and working closely with the CEO of Japan for UNHCR, explore the potential for PPH partnerships in Japan to develop into holistic partnerships which not only bring funding but also support other strategic goals of the organization, including advocacy, awareness-raising, inclusion and other areas as appropriate, in line with the “whole of society” approach enshrined in the Global Compact for Refugees.
• Provide guidance and daily support to Japan for UNHCR on cultivation and stewardship of PPH partners, and on overall PPH strategy and plans in Japan to ensure targeted approaches to different income streams and the achievement of financial and non-financial goals.
• In agreement with Japan for UNHCR, co-manage and ensure stewardship for specific PPH accounts.
• Work closely with Senior Japan for UNHCR Managers, including the CEO and COO, to ensure smooth functioning of the collaboration with J4U and UNHCR stakeholders, including frequent and appropriate reporting against plans.
• In collaboration with the Senior PSP Officer (Asia & Pacific) and the CEO of Japan for UNHCR, support planning and strategy-setting in Japan, including to the PSP annual planning process, as well as providing input to any national or regional strategies that include private sector engagement.
• Provide regular analysis and reports to both J4U and UNHCR management about on the developments on partnerships and philanthropy in Japan to ensure timely and accurate monitoring of progress.
• Work with Japan for UNHCR and colleagues at regional and HQ level to develop compelling products for PPH partners and prospects in Japan (including presentations, pitches, proposals and reports). This should include ensuring that reporting and updates are provided to PPH partners in a timely manner and in a way that showcases the achievement of the goals agreed with the donor.
• Maintain detailed records of engagement and plans, using relevant systems to monitor progress in the development of partnerships, while ensuring strict compliance with data protection regulations as might be applicable to Japanese donors’ personal information. This should include maintain appropriate records on all PPH accounts in the appropriate CRM system.
• Make sure UNHCR’s engagement with the Private Sector in Japan is thoroughly vetted through UNHCR’s Due Diligence Process, to ensure the selection of optimal partners and optimal partnerships.
• Facilitate peer-to-peer learning opportunities with Japan for UNHCR’s PPH team and UNHCR stakeholders, as appropriate, to strengthen overall capacity and expertise on PPH in Japan.
• Work with J4U to engage with key UNHCR stakeholders (including the representation of UNHCR in Japan and the Asia-Pacific Bureau) on matters related to engagement of PPH partners, including securing appropriate support from internal stakeholders for engagement and stewardship of PPH donors.
• Perform any other related duties that may be required.

Accountability

• PPH programme in Japan is generating increased income from corporates, foundations and private philanthopists to support UNHCR’s activities worldwide.
• The PPH team in J4U is assisted in developing holistic relationships with donors and supporters.
• PPH plans in Japan, including its associated income targets and other goals, is succesfully implemented, achieved and reported on in a timely manner.
• The expenditure budget for PPH activities under the incumbent’s responsibility is efficiently utilized.

Authority

• In collaboration with J4U, devise a short to medium-term strategy and implementation plan to acquire and develop PPH partnerships in Japan.
• Together with J4U, develop stewardship plans for key PPH accounts.
• Insofar as agreed with J4U, co-lead on management of new priority PPH partnerships developed by J4U in 2022.
• Co-develop the annual PPH giving budget and plan, and provide input to any national or regional strategies involving private sector engagement, as appropriate.
• Promote and develop components of shared value partnerships in PPH donor relations in Japan
• Attend and present at meetings with prospective and current partners to promote an accurate understanding of UNHCR’s work and its financial and other needs.

Essential minimum qualifications and professional experience required

a. Education (Level and area of required and/or preferred education)

• A university degree (BA) in business, marketing, international relations, development, political science or a related discipline

b. Work Experience

Required:

• At least 6 years’ of previous relevant work experience (5 years with Graduate degree equivalent of a Masters and 4 years with Doctorate equivalent of a PhD) with at least 4 years international private sector fundraising experience in a not-for-profit organisation or an international organisation
• Experience with developing and implementing private sector fundraising/engagement plans or strategies
• Experience in managing private partnerships
• Experience in managing high-level meetings and events
• Experience in coordinating multiple stakeholders both internal and external.
• Experience in understanding how to reconcile different needs and interests and negotiate for mutually beneficial outcomes.
• Experience in developing products for private sector audiences, including writing and editing letters, proposals, appeals, reports, acknowledgements, briefings, and any other products targeting private sector entities
• Experience in explaining complex issues to external audiences in an appealing and concise manner.

Desired:

• Experience in capacity-building, including in organizing workshops, trainings and other such activities.

c. Key Competencies

• Ability to negotiate and secure partnerships for a high monetary value (> 1,000,000 USD preferably cash).
• Knowledge of UNHCR programmes and activities, particularly at field level.

Location

The successful candidate will be based in Tokyo, Japan.

Conditions

The start date is 1 July 2022. It is a full-time role with working hours starting from 09:00hrs to 18:00hrs Monday to Friday (40 hours per week).
