Job Purpose:

The core purpose of this role is to lead relevant teams to meet the emergency response & preparedness (ERP) service goals in line with the corporate strategic direction.

S/he supports the Head of International & Relief Service in steering the direction and execution of strategies related to overseas emergency response, as well as institutional response preparedness with the Red Cross Society of China (RCSC) and other identified Red Cross & Red Crescent Movement partners.

The position formulates service plans and upholds effective management of people, financial resources, and partnership networks to achieve service accountability and sustainability.

Key Responsibilities:

  • Develop and lead the formulation of strategies to achieve goals in the scopes for this position based on humanitarian needs and specific context, and advocate for humanitarian agenda to gain public awareness and support;
  • Lead the formation of service plans and ensure executions with quality, in compliance with HKRC policies, project management requirements, humanitarian standards and Red Cross & Red Crescent Movement criteria of success to achieve the highest level of relevancy to humanitarian needs and accountability to the public, the donors, partners and people receiving assistance;
  • Assist the Head of International & Relief Service to drive changes through innovative thinking in service enhancement and development;
  • Assist the Head of International & Relief Service in developing strategic partnerships;
  • Represent HKRC in external meetings, conferences or any other occasions;
  • Manage media inquiries and complaints related to International & Relief Services
  • Support resources development by proactive coordination with the Communications & Resource Development (CRD), and other functions in the Agency, to formulate fundraising strategies and funding proposals;
  • Steer plans of staff/ professional volunteer capacity building;
  • Lead and synergize the team(s) for effective management;
  • Share the responsibility to articulate the corporate vision and strategic directions to staff and volunteers to motivate staff engagement;
  • Contribute to strengthening emergency response and institutional preparedness capacity in the Agency.
  • Act as operation-in-charge for emergency operations according to HKRC’s emergency response mechanism;

Requirements:

  • University degree holder in any discipline, preferably in human science, social service subjects, international relationships or disaster management;
  • Minimum 8 years post-graduation related working experience, in which at least 5 years should be at the managerial level;
  • Experience in working in humanitarian sectors overseas (mainland China & Internationally); or International humanitarian organizations based in Hong Kong with proven frontline humanitarian experience overseas;
  • In-depth knowledge of global trends in humanitarian assistance, development agenda and operating environment;
  • Strategic-minded with vision and strong interpersonal and leadership skills;
  • Ability to effectively manage teams that align with the HKRC Code of Conduct and Principles of RC Movement;
  • Mature personality, self-motivated, strong sense of responsibility, independence, able to work in a multi-disciplinary team and under pressure;
  • Good in resources management, presentation, facilitation, negotiation and communications skills;
  • Good knowledge of people management, project management, service management, finance and resource management;
  • Excellent command of both written and oral English, Chinese/Cantonese/ Putonghua

Contract Period: 1 year
