About the role

Function of department

The PMO sits within the Corporate Performance team at Crown Agents. The PMO designs and delivers effective and efficient programmes and services to our clients, through Programme Management; Monitoring, Evaluation and Learning; Fund Management and Business Improvement.

Job purpose

This post is an exciting opportunity to lead in the design of our Fund Management programmes, working closely with the Fund and Grant Manager and the Finance team, as well as lead on the development of our Fund Management Strategy. They will continue to enhance our internal capabilities in aspects of Fund Management, while also focussing on building out on our strong track record in Fund Management, building a pipeline of Fund Management opportunities and a network of partners together with our technical teams, as well as leading on Fund Management proposals.

Main Responsibilities

Programme Delivery

  • Provide technical oversight on programmes, as Programme Director and/or Fund Management lead, as required.
  • Ensure Fund Management Programmes are effectively designed and delivered to international standards of best practice.
  • Lead and manage pursuit capture plans.

Business Development

  • Develop and own a strong Fund Management pipeline for Crown Agents, working closely with Business Leads and technical areasto diversify our client base:
    • identify entry points for new work and opportunities to build off existing CA work
      – manage engagement with key consultants
      – stay abreast of and contribute to thought leadership internally and externally on Fund management
      – Develop and maintain marketing and promotion materials together with our Communications team, using relevant media;
  • Lead as Bid Director on key Fund Management bids:
    • lead cutting edge technical designs that are integrated with the commercial approach
      – identify and engage with potential consortia partners and consultants, and manage existing client and partner relationships
      – write and quality assure technical sections of bids
  • provide oversight to bid managers and more junior members of the bid team.

Institutional Systems Development

  • Work with relevant departments to advance the institutional capacity of Crown Agents’ internal systems and processes to deliver and govern Fund Management Programmes. This should aim to enhance
  • Effective reporting, transparency and accountability
  • Budget management and forecasting
  • Grantee/supplier and donor reporting
  • Mechanisms for continuous learning and improvements
  • Strong relationship management
  • Quality assurance mechanisms
  • Asset management
  • Managing Risk (including fiduciary risk)

  • Flexible fund mechanisms
  • Procurement
  • Monitoring and evaluation
  • Financial management
  • Provide expert technical advice to programme and technical teams, while maintaining portfolio-level visibility to ensure consistency, compliance, and manage risk.
  • Undertake regular internal audits of live Fund Management programmes.
  • Own the Corporate Grant Management System, working with IT and project teams to ensure implementation and usability of the new system.
  • Work closely with our Business Integrity and Finance Teams to ensure that transparent and accountable networks, systems and processes remain core to CA’s fund management. Maintaining a zero-tolerance approach to all forms of corruption wherever we operate
  • Ensure our approach to FM holds central our responsibility to the client, the beneficiaries and their environment.

Value for Money

  • Maintain Value for Money principles across our Fund Management portfolio: Ensuring Value For Money principles are mainstreamed and consistent across programme activities and throughout the lifespan of our Fund Management Programmes.
  • Apply commercial strategies to maximise improvements and management of all grant and fund management programmes

Safeguarding

  • Be aware of and compliant with all the standards following Safeguarding procedures and policies. Promote Crown Agents’ speak up culture in order to protect the welfare of children, young people and vulnerable adults

About you

Requirement

Qualification

A relevant post-graduate degree desirable, or equivalent working experience

Experience

  • Extensive experience in Fund Management within the private, Government, NGO, and/or philanthropy sectors.
  • Experience of working in developing countries and with the broader international development sector
  • Demonstrable experience working in complex and time-pressured contexts.
  • Experience in developing fund and grant management design solutions for donors or other agencies, including systems set up and implementation
  • Experience identifying, securing and implementing Fund Management Programmes and ensuring compliance of downstream partners with contractual arrangements and designated mandates.
  • Strong track record of managing programmes including developing scopes of work, timelines, and budgets; articulating roles and responsibilities; managing change; and mitigating risk and working with external advisory panels.
  • Experience managing grant awarding processes.
  • Highly motivated and proactive individual with a demonstrated interested in international development.
