Terms of Reference for development of county risk profiles in Samburu, Baringo, West Pokot and Taita Taveta Counties

Background

The Kenya Red Cross Society (KRCS) is the largest humanitarian organisation in Kenya and is auxiliary to both National and County Governments in disaster preparedness and response. KRCS are implementing the Enhancing Disaster Risk Reduction and Preparedness for Effective Response (EDRR) project.

Samburu, Baringo, West Pokot and Taita Taveta counties found in arid and semi-arid land (ASAL) areas in Kenya are exhibiting impacts of climate change. This is manifested in accelerated frequencies and intensities of extreme weather events (mainly drought and floods) and cascading conflict, high levels of insecurity, malnutrition and related illnesses including deaths, and diminished livelihood productivity. From experience, Kenya Red Cross Society (KRCS) and other development partners together with the government have been responding to impacts of these socio-economic disturbances in the counties.

To this end, KRCS through funding from the Bureau for Humanitarian Assistance (BHA) – USAID is implementing a recovery project that seeks to enhance the resilience of communities in Samburu, Baringo, West Pokot and Taita counties. The project targets to improve capacities of communities, county government and KRCS in preparing and responding to disasters risks (for emergence response). A key component of the project is the strengthening of county and community disaster management systems through establishment of policies and legislation that are anticipatory to disasters to enhance preparedness and allocation of resources for preparedness and response. Key to the disaster risk management, emergency plans and operations, is the development of the county-specific risk profiles.

  1. Purpose of the consultancy

The purpose of this consultancy is to develop a county-specific risk profiles for Samburu, Baringo, West Pokot and Taita Taveta. The risk profiles will present a quantitative assessment of county’s different hazards, exposure, and existing capacities to manage the associated shocks.

This piece of work will be awarded to a consultant or a team of consultants who are able to carry out the study as per the scope of work and who individually or collectively meet the required qualifications.

  1. Scope of work for the consultancy

The scope of work for the consultancy is in 3fold;

  1. Development and testing of a framework for assessment of disasters along the different dimensions of risk (hazard, exposure, vulnerabilities and capacities)

The consultant will research on the context of the disaster risks in the counties through literature and data. They will work in close collaboration with the project team at KRCS and critical county stakeholders therein to develop a framework for the risk assessment. This will also include desk review, selection of assessment methods, identification of data needs and design of data, data collection and data analysis. This will pinpoint the information needed to conduct the assessment and data to be collected. The analytical approach can be tested using available data from open sources and validation from key stakeholders.

Deliverable 1: Review report and adoptable analytical approach for assessment of disaster risk that captures wide range of factors that are county specific.

  1. Conducting the assessment of disaster risks and their impacts in the counties

The consultant will collect data from primary and secondary sources and conduct an in-depth analysis, and develop metrics for disaster risks in the counties. They will present their findings to county stakeholders for validation and are expected to incorporate relevant feedback and suggestions.

Deliverable 2: Assessment report with results on disaster risks and their impacts in the counties

  1. Documentation

The consultant will package the risk information for the counties. This will include analytical approach detailing factors considered, process followed in the analysis, the results of the analysis, recommendation on areas of improvement and maintenance of the risk profiles. The consultant is expected to interact with the KRCS technical project team for feedback before finalizing the key deliverables. The consultant with support from KRCS, will present the results to the county stakeholders in a dissemination workshop.

Deliverable 3: Technical paper on results

  1. Duration of the consultancy

The consultancy is estimated to spread out between late-July 2022 and mid-August 2022.

  1. Reporting

The consultant will report to the Project Manager in KRCS, and work in close collaboration the larger project team.

  1. Required qualifications for the consultant(s)

Education

  1. Masters or higher degree in Economics, Agricultural Economics, Agriculture, Environmental Sciences, Disaster Risk Management, Disaster Risk Financing, Climate Change Economics, or a related field

Experience

  1. Demonstrate experience in the field Disaster Risk Management and Disaster Risk Financing including with International and Inter-Governmental Organizations, International NGOs, Foundations or Government Services
  2. Excellent skills in synthesizing information, report writing, and generating summaries; Fluency in English
  3. Good knowledge on climate risk modelling and or using climate risk models
  4. Experience with facilitating multi-stakeholder participatory discussions and organising workshops will be essential.

Knowledge and Skills

  1. Significant experience with climate change adaption programmes, with an expert knowledge of the UNFCCC, climate adaptation funds and the dialogues on climate change adaptation.
  2. Submission of Expression of Interest

Interested consultants should submit proposals for the consultancy. Soft copies of the proposals should be sent through email to [email protected] to reach on KRCS or before 13th July 2022 at 11.00 a.m. Proposals received after the above-specified date and time shall not be considered.

Any proposal received by KRCS after this deadline will be rejected.

  1. Evaluation and award of Consultancy

KRCS will evaluate the proposals and award the assignment based on technical and financial feasibility. KRCS reserves the right to accept or reject any proposal received without giving reasons. KRCS is not bound to accept the lowest or the highest bidder.

  1. Confidentiality

The Bidder shall treat the existence and contents of this RFP, and all information made available in relation to this RFP, as confidential and shall only use the same for the purpose for which it was provided.

The Bidder shall not publish or disclose the same or any particulars thereof to any third party without the written permission of KRCS, unless it is to Bidder’s Contractors for assistance in preparation of this Tender. In any case, the same confidentiality must be entered into between Bidder and his Contractors.

  1. Corrupt or Fraudulent Practices

KRCS requires that tenderers observe the highest standard of ethics during the procurement process and execution of contracts. A tenderer shall sign a declaration that he has not and will not be involved in corrupt or fraudulent practices.

KRCS will reject a proposal for award if it determines that the tenderer recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question

Further a tenderer who is found to have indulged in corrupt or fraudulent practices risks being debarred from participating
