General objective of the position:

The Grants and Partnership Senior Officer is responsible for the effective management of all assigned grants. This involves proposal development and design, effectively coordinating the development and submission of all donor-related reports with both relevant partner and SAMS staff, and organizing and facilitating grants management meetings in addition to supervisory tasks to the grants and sub-grants officers. The Grants Senior Officer will also ensure proper filing of related documents and regularly update the organization’s grants tracker.

Main tasks and responsibilities:

Grant and partnerships management:

  • Be instrumental in developing strategic partnerships with institutional donors, INGOs, UN agencies, and other stakeholders.
  • Manage donor reporting processes through the coordination and drafting of high-quality donor reports (Bi-weekly, monthly, quarterly, interim, annual, and final), ensuring compliance with SAMS and donor requirements and timely submission to donors.
  • Provide support to the technical staff as requested on issues relating to the management of related grants and compliance with donor’s regulations.
  • Organize, facilitate, and ensure that regular grant management meetings are held, including scheduling, documentation provision, recording, and dissemination of action points and minutes are disseminated, and action points followed upon.
  • Develop grants-related inductions for existing and new SAMS staff.
  • Develop grants overview documents outlining the programmatic objectives, activities, indicators, and targets as well as key information and developments that pertain to finance, logistics, procurement, HR, and MEAL support functions.
  • Provide monthly updates on the status of all grants under his/her remit including the provision of proposals and reports to management teams (by updating the grants tracker and the reporting tracker).
  • Systemize the development of donor reports through the creation of documents that outline the personnel, monitoring reports, and timelines required.
  • Develop databases for tracking data submitted to donors.
  • Advise and assist the program team and other staff as required with grant implementation, monitoring and evaluation of grants, and short-term technical assistance (STTA).
  • Ensure that grants awarded to SAMS partners are designed and managed in a way that adheres to SAMS policies, donor requirements, and program needs.

Proposal Development:

  • Determines proposal concept by identifying and clarifying opportunities and needs, studying requests for proposals (RFPs).
  • Meets proposal deadline by establishing priorities and target dates for information gathering writing, review, and approval.
  • Development of concepts and proposals which fit within SAMS Syria’s strategic objectives, secure input from other departments, and contribute to new programme development.
  • Review SAMS Syria’s partner proposals and budgets when requested, providing constructive feedback.
  • Write various proposal sections, including backgrounds, executive summaries, and past performance/ qualification summaries.

External Representation and Information Management:

  • Attend relevant coordination meetings with current and potential donors’ partners and other stakeholders, as delegated by the line Manager, represent SAMS in all relevant fora in relation to the position duties, e.g. UNOCHA, NGOs, donors as requested by the line manager, and providing updates and flagging key issues of concern.
  • Distribute and share with relevant staff copies of all grant documentation (grant proposals, reports, budget, etc.). Ensure comprehensive grant files are maintained up to date and are available for use. Respond to ad-hoc requests from the SAMS team, HQ, donors, and other stakeholders for information on the SAMS Syria programme

Staff management:

  • Ensure direct reports have job descriptions and are aware of their responsibilities.
  • Develop performance objectives for each member of staff. Evaluate staff on a semi-annual basis.
  • Develop professional development plans for direct reports.
  • Delegate appropriately.
  • Build an effective team approach ensuring direct reports are working together effectively.
  • Hold weekly team meetings with direct reports for planning purposes, information sharing and problem-solving.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required

  • A university degree is required preferably in Business Administration, Social Science, or English Literature.
  • proven experience of a minimum of 3 years in grant management and partnership is mandatory.
  • Knowledge of donor mechanisms such as USAID, Department of State, ECHO, GFFO, and FCDO; with knowledge of donor compliance advantageous.
