PURPOSE OF POSITION: The Prehospital Medical Specialist (PHMS) will be responsible for providing high-quality medical care to teams engaged in disaster response or resilience building. This role will fill the medical role on each of the three Rapid Response Teams. The PHMS will provide medical guidance to the team lead and serve as the medical lead for Global Support and Development’s (GSD) rapid response efforts. The PHMS will be responsible for providing internal medical support to the team while in the field. This role is based in the continental United States. Candidates must be eligible to work in the United States; we are unable to sponsor or take over any sponsorship of any employment visa at this time.

ESSENTIAL FUNCTIONS:

  • Provide internal medical support to the deployed team by stabilizing and treating injured or ill team members for up to 24 hours in a resource-limited environment.
  • Work alone or as part of a team to deliver quality clinical care.
  • Provide protocol-driven pre-hospital emergency and primary health care for the team.
  • With support from organization Logistics and Medical departments; manage deployed medical logistics, including electromed and pharmaceuticals.
  • Provide medical deployment guidance to the Team Leader, Medical Dept, and GSD Leadership.
  • Conduct health needs assessment as part of a response
  • Support the team and team leaders with medical risk and threat assessments and plan ahead of time and dynamically on the ground.
  • Supports and/or responds with rapid response team during activation;
  • Participate in After Action Reviews (AARs) and support resolution of action items;
  • Provide operational guidance to the local healthcare systems with EOC/ICS assistance, triage, and medical management support as needed and on request.
  • Identify critical gaps in the medical infrastructure that can be supported through pre-staged or just-in-time Medical Mission Ready Packages.

Beyond providing clinical care, the prehospital medical specialist should expect dedicated clinical training time to support medical competency that is validated annually.

Other

  • Medical administrative support such as;
    • Protocol review and development
    • Occupational health support
    • Participating in GSD Medical Competency training and review
    • Teaching or instructing team members
  • Develop secondary skill-sets suitable for the disaster environment. These may include communications, unmanned aircraft systems (UAS) competencies, rescue skills as well as rapid needs assessments. The candidate may fulfill additional non-clinical functions as needed by the organization.
  • Performs other duties as assigned.

QUALIFICATIONS:

Required Experience:

  • Qualified applicants will have at minimum six (6) or more years in a prehospital medical role, two (2) of which must include:

    • Program management experience in austere, resource limited environments, outside the continental United States; OR
    • Building, training and leading teams in austere, resource limited, or high risk environments.
  • This role can be filled by any of the following professional license:

  • Paramedic practicing in the prehospital environment, to include Special Operations Combat Medic, Pararescue Medic, and/or Independent Duty Corpsman.

  • Flight Nurse with experience in a service that provides both on-scene treatment and transport

  • Registered Nurse who meets the National Registry of Emergency Medical-Technician Paramedic Standards and actively practices advanced prehospital life support

  • Physician’s Assistant or Nurse Practitioner that actively practices advanced prehospital life support and/or is a former or current Paramedic with limited resource environment care and planning

Required Education:

Requisite degrees and education for licensed practice.

Required Professional Licenses/Certifications:

All applicants must hold state licensure in their area of practice and, where appropriate, be board certified. In addition, all applicants must have or be actively seeking renewal of the following certifications at a minimum: BLS for the Healthcare Provider, ACLS, PALS, and PHTLS. All licenses must be valid through the end of 2022.

  • Has strong leadership and interpersonal skills;
  • Has a thorough understanding of balancing operational needs and medical necessities;
  • Has demonstrated writing and verbal communication skills;
  • Holds a track record of patient-centered care, resourcefulness, and a strong appreciation for complex decision-making and deployed ethics;
  • Has professional experience working in challenging cultural or situational contexts;
  • Has good knowledge of the Humanitarian Principles and ability to apply them in challenging situations;
  • Is team-focused while being dedicated to supporting communities in crisis;
  • Appropriate secondary language skills are a plus.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

The Prehospital Medical Specialist is a role that requires the physical ability to respond to disasters rapidly. Completing a physical ability test for roles that may operate from active disaster zones in austere environments may be required.

  • While performing the duties of this job, the employee may regularly be exposed to outdoor weather conditions and occasionally exposed to wet or humid conditions;
  • The employee must be able to travel and work irregular or extended hours;
  • The employee must be able to stand, walk, and sit regularly, have manual dexterity, reach or stretch, stoop, kneel, crouch, or crawl, speak, and hear within conversational range.
  • The employee must be able to climb or balance occasionally;
  • The noise level in the work environment is usually moderate; if exposure to excessive decibels occurs, PPE will be required and provided by the employer;
  • Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus;
  • While performing the duties of this job, the employee may, on rare occasions, encounter the following scenarios while wearing appropriate personal protective equipment (PPE):
    • work near moving mechanical parts;
    • be exposed to fumes, airborne particles, toxic or caustic chemicals;
    • be exposed to the risk of electrical shock or vibration.
