ORGANIZATIONAL OVERVIEW

NYCMedics is a New York-based global disaster relief and health organization, specializing in the deployment of highly trained and motivated clinical and global health professionals in the wake of natural disasters and complex emergencies. Founded in 2006 in response to the devastating Southeast Asia Earthquake, NYCMedics has repeatedly and consistently been among the first to respond to large-scale international disasters.

Recognizing the need for improved prehospital care and a greater number of trained professionals in many of the areas we have worked, NYCMedics expanded programming to include prehospital health systems development. This program focuses on strengthening national capacity and developing the infrastructure of local Emergency Medical Systems with the aim of increasing access, availability and quality of essential lifesaving services.

POSITION DESCRIPTION

The Prehospital Care Technical Advisor is responsible for coordinating and implementing clinical training, continuous professional development activities, managing ambulance personnel and maintaining ambulance fleet operational readiness. You will be an intricate part of the project team in Aden, Yemen tasked with developing and scaling up capacity of the entire prehospital care system from patient presentation through to patient delivery at the receiving facility.

The Prehospital Care Technical Advisor report to the Country Director and will work closely with the project team, HQ, MOPHP, WHO, the Trauma Working Group, Health Cluster and other relevant clusters and stakeholders as necessary. This position is contingent on funding, with an anticipated start date at the end of April/beginning of May. Specific responsibilities for the role may include, but not be limited to, the following:

  • Assist with developing, implementing and overseeing the patient transfer and referral system

  • Assist with the real-time coordination and broader strategic coordination and management of all ambulance and prehospital care services including troubleshooting delays or roadblocks in the patient referral pathway

  • Participate in the development and implementation of policies, procedures and clinical care protocols for the delivery of prehospital care

  • Manage daily operations of prehospital care ambulance personnel in a manner to improve operational effectiveness and ensure quality of services

  • Assist with the coordination of ambulance crew staffing and scheduling

  • Oversee an ambulance and dispatch staff incentive program

  • Manage the ambulance fleet ensuring zero stock out and overall operational readiness

  • Human resource development, training and management of ambulance crews

  • Plan, coordinate, implement, monitor and evaluate the effectiveness of the delivery of prehospital care training curriculum and continuous professional development

  • Supervise patient transports; maintain communication with ambulance personnel

  • Ensure ambulance personnel follow SOPs, clinical care protocols and accurately complete all required documentation

  • Evaluate policies, procedures, performance improvement activities

  • Support the management of a 24/7 Emergency Operations Center

  • Frequent and routine site visits for subjective and objective assessments

  • Oversee data collection, management and analysis

  • Participate in and draft reports as required per donor requirements

  • Work collaboratively with the WHO, MOPHP, and the various stakeholders operating emergency medical and trauma care facilities and other stakeholders participating in the patient referral system pathway

  • Actively seek to improve services and overall project output; offering new and different options to solve problems or meet project needs and implementing corrective actions as necessary

  • Daily/weekly operational updates and reporting

LIVING CONDITIONS / ENVIRONMENTAL CONDITIONS

This position will be based in Aden, Yemen, with at least 50% travel to partner and stakeholder facilities in insecure or austere environments, within and outside of Aden to perform site visits and facility assessments. Strict adherence to NYCMedics security policies and procedures will be required as will respect for local cultural norms and traditions. Security conditions in the country are variable, with a range of violence and insecurity, requiring close monitoring and vigilance. Candidates must be able to work in a volatile, constantly changing environment with energy, transportation and communication challenges.
