ActionAid is responding to the humanitarian crises in Turkiye and Syria which has been classified as a Red Alert in the ActionAid Federation. The earthquake has further exacerbated the situation for the 4.2M people in northwest Syria that were already relying on humanitarian assistance and suffering the consequences of the 12-year war.

Building on ActionAid’s existing partnerships and alliances in Turkiye and Syria, we are supporting a local partner-led humanitarian response focusing on providing immediate humanitarian relief, shelter, food and NFIs, emergency medical care, psychosocial first aid and creating safe spaces for women and girls to prevent and protect against gender-based violence.

ActionAid Arab Region (AAAR) is leading this response on behalf of the Federation with ActionAid International Humanitarian and Resilience Team (IHART) in line with ActionAid’s internal emergency classification policy.

In line with ActionAid’s humanitarian signature, target groups include the most vulnerable people, women, girls and young people.

Role Overview

The main purpose of this role is to lead on ensuring the quality and accountability of ActionAid Arab Region interventions and programmes that are focused on advancing social justice, women rights, young people’s civic and political engagement and ending the protection risks faced by women and girls as a result of the protracted crisis in the region.

The PQMEAL Coordinator will bring significant experience and fresh ideas to lead on MEAL system implementation and will be responsible for designing and implementing monitoring and evaluation (M&E) plans, tools, Log frames, and systems for the organization’s programs. The postholder will lead efforts to ensure that program monitoring data is collected, analysed, and reported accurately and in a timely manner, and will ensure that the organization’s learning objectives are met, with program results and findings used to inform program decisions and continuous improvement.

The post holder will ensure that all ActionAid Arab Region and Partner projects are adequately supported to ensure quality, effectiveness and appropriateness of their programmes. It will be important for the post-holder to capture lessons learned and communicate this information in various capacities to improve on-going and future programming. S/he will guide ActionAid Arab Region and Partner teams to maintain an effective monitoring system across all programme areas, including the use of beneficiary feedback data, to assure the quality of interventions. The PQMEAL Coordinator will lead on building capacity of staff and partners on MEAL but particularly on accountability and participation, with a specific focus on women and young people.

Ultimately, the postholder will ensure that the programme has evidence-based knowledge to inform the direction of the programme from assessment and regular programme monitoring documents.

The postholder will assist in improving the coherence, quality, and impact of ActionAid Arab Region’s programmes and ensures that ActionAid Arab Region and our partners learns from good and innovative work through facilitating programme-focused learning processes and resources and creating links among ActionAid Arab Region’s working clusters. Special attention should be paid to the positive and negative impact that interventions have in communities, marginalised and disabled persons.

This analysis will need to be made available to all ActionAid staff and external stakeholders where appropriate.

Areas of Responsibilities :

  • Develop, design and implement an effective MEL system. This includes developing data collection tools, data management systems, and reporting mechanisms that provide timely and accurate data on project progress and performance.
  • Monitor project implementation: ensure that project activities are carried out as planned. This includes tracking project outputs, outcomes and impacts against targets, and identifying any areas that require corrective action.
  • Evaluate project impact: conduct project evaluations to assess the impact of the project. This includes designing and implementing evaluation studies, collecting and analyzing data, and producing reports that summarize findings and recommendations.
  • Learning and knowledge management: Promote learning and knowledge management within the organization. This includes identifying best practices, documenting lessons learned, and disseminating information to relevant stakeholders to improve project performance.
  • Capacity building: responsible for building the capacity of project staff and stakeholders in MEL activities. This includes providing training and mentoring to project staff and partners and promoting a culture of learning and continuous improvement within the organization.
  • Ensure and strengthen Planning, Monitoring and Evaluation at ActionAid Arab Region in order to obtain quality documentation of results and impact for donors, beneficiaries and the public, building an evidence base on our programmes and approach for our advocacy, campaign and policy work, and ensuring lessons learned, success stories and best practices of our work are documented and shared.
  • Provide expert technical support to the programme team monitoring donor funded projects, to include conducting monitoring and evaluation activities (including designing data collection methods, reports, and tools); visits to the field to ensure that programming activities are being implemented per the grant guidelines and targets; and submits reports in accordance with protocols and agreements.
  • Provide technical assistance on the delivery of activities related to complaints and feedback mechanisms in the Turkiye Syria earthquake response, in line with ActionAid’s policies and relevant standards including the Core Humanitarian standards
  • Develop data management systems and processes for collecting, storing, and analysing program data. Train staff and partners on M&E tools and processes and ensure that they understand the data collection and reporting requirements.
  • Collect, analyse, and report on program data in a timely manner, ensuring that data quality and integrity are maintained throughout the process.
  • Develop and implement learning plans to ensure that program findings and results are used to inform program decision-making and continuous improvement.
  • Assist in improving the coherence, quality, and impact of ActionAid Arab Region’s programmes and ensures that ActionAid Arab Region learns from good and innovative work through facilitating programme-focused learning processes and resources and creating links among ActionAid Arab Region’s working clusters.
  • Keep up-to-date with developments in M&E best practices and methodologies and ensure that the organization’s M&E processes remain current and effective.
  • Coordinate the work of third-party monitoring and research institutes contracted by the organization to evaluate program implementation and impact. The postholder will be responsible for ensuring that monitoring and research activities are conducted in accordance with the organization’s standards and guidelines, and that program data and findings are accurately reported.
  • Coordinate with ActionAid International and other ActionAid federation members: Ensure streamlining and coordination with ActionAid International’s MEAL processes and requirements, as well as regular coordination and cooperation with other ActionAid federation members as required.
  • Annual Planning processes: Support planning process at ActionAid Arab Region including the AAI pre-planning and planning processes
  • Reporting to donors, AAI and private foundations:
    • Narrative reporting: Coordinate and quality assure narrative reporting from ActionAid Arab Region to donors. Support the reporting of private and institutional funding projects
    • AAI reporting: Responsible for annual AAI reporting
  • Support the process of program design, strategic planning and support staff to mainstream operational activities in accordance with strategic plans.
  • Ensure the relevance and synergies of ActionAid Arab Region’s programme and policy work in accordance with strategic plans.
  • Promote and mainstream programme learning practices across ActionAid Arab Region’s clusters and organize learning workshops among staff and partners.
  • Support the formulation of new projects/proposals with Head of Resource Mobilisation and Head of Programmes in line with ActionAid Arab Region’s strategic objectives and thematic priorities for better financial sustainability.
  • Ensure the mainstreaming of HRBA and policy work into the program clusters and track changes over time to generate lessons learned and demonstrate impact.
  • Generate programmatic evidence to guide policy and advocacy work.
  • Any other report needed.

PERSON SPECIFICATIONS

**Education and Qualifications :**Master’s degree in an area of social development or equivalent.

Essential Skills, Knowledge & Experience :

  • Recommended a minimum of five years’ management and/or MEAL experience in both emergency and development contexts, preferably with solid experience in more than one of ActionAid Arab Region’s programmatic priorities: social justice, women rights, young people’s civic and political engagement and protection
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Strong results orientation, with the ability to challenge existing mindsets.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
  • Ability to present complex information in a succinct and compelling manner.
  • Experience with data collection and data analysis processes.
  • Good experience in dealing with different donors M&E requirements and frameworks.
  • Good computer skills and ability to use Microsoft Office (Excel, Access, Word, Outlook) to organize work, prepare plans and create monthly reports.
  • Excellent communication skills, with the ability to present data and findings in a clear and concise manner.
  • Ability to work collaboratively with program staff and third-party monitoring and research institutes to ensure that monitoring and research activities are aligned with program goals and objectives.
  • Strong project management skills, with the ability to manage multiple tasks and priorities simultaneously.
  • Knowledge of the principles and practices of international development and familiarity with relevant donor regulations and requirements.
  • Experience with Project Management Software is a plus.
  • Experience in training and capacity building.
  • Willingness to travel (25-30 %).
  • Experience in or knowledge of the Arab Region.
  • Knowledge of Human Rights Based Approach (HRBA).
  • Experience with statistical data analysis program like SPSS

Language requirements :

  • Excellent command of the English language both verbal and written.
