JOB DESCRIPTION
The Jesuit Refugee Service (JRS) is an International Catholic agency with a mission to accompany, serve and defend the rights of refugees and forcibly displaced people. It is essentially a service-oriented organization offering direct assistance to refugees and internally displaced persons in Australia, Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Singapore, and Thailand. The style of service is direct and personal, working in situations of greatest need, seeking the long-term well-being of refugees and displaced persons, while not neglecting their immediate or urgent needs. In Asia Pacific, JRS is present in 8 countries including Australia, Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Singapore, and Thailand. The main areas of work include education, psychosocial services, peace and reconciliation, livelihoods, and protection issues. In July 2023, JRS AP will implement the project , “Research and Advocacy for Climate Policy and Action”, focusing on climate displacement, in implementation partnership with the Environmental Science for Social Change (Philippines), the Institute for Social Research, Democracy and Social Justice/Percik research institute (Indonesia) and JRS Indonesia. JRS is also coordinating project design activities with the Catholic Relief Services (CRS) on shared geographical target sites, e.g., Tagbilaran, Bohol. This consultancy position is established to coordinate the project design and development process for the period January to April 2023.

Overall Position Purpose:
The Project Development Consultant is responsible for coordinating the project development and design activities of the approved project, “Research and Advocacy for Climate Policy and Action”, a multi-year project grant starting in July 2023. While this is a multi-year grant, the project design output during the consultancy period is for the first year, July 2023 to June 2024. The consultant is also responsible for writing the final project design with review and inputs from JRS and implementation partners (ESSC, Percik, JRS Indonesia).

Responsibilities:

Project Development and Design

  • Lead the planning, development and writing of the project proposal ensuring integration of inputs from JRS and implementation partners
  • Coordinate the project development and design activities in consultation with the Design Steering Committee and Design Development Committee
  • Coordinate the organization of field level research and planning activities with country partners
  • Liaise and participate in coordination meetings with JRS implementation partners
  • Represent JRS and project implementation partners as requested by supervisor.

Reporting

  • Submit a bi-monthly (2-month period) and final (4-month period) project design narrative and budget report in coordination with the JRS AP program and finance teams.
  • Prepare and submit a monthly progress report to the Design Steering Committee based on the approved Project Design Plan.

Qualifications and Experience:

  • University degree in Climate and Migration Studies, Development Studies, Communications, or relevant DRR/CCA fields
  • Minimum of three (3) years’ professional experience in project planning, design and development with international organizations or consortium
  • Strong knowledge and skills in project planning, development and coordination
  • Strong background in climate displacement, migration or DRR fields
  • Fluency in English language. Knowledge of one regional language in Asia Pacific is an advantage
  • Strong analytical and data management skills
  • Strong interpersonal, communication, writing and presentation skills
  • Ability to work successfully in a multi-cultural and multi-faith environment and able to deal with limited resources and challenges
  • Ability to travel to vulnerable or remote locations in Indonesia and the Philippines

Conditions:

  • JRS offers a localised salary with travel and accident insurance. Details will be discussed with short-listed candidates; salary depends on the status and qualifications of the successful applicant.
