ABOUT THE WHITE HELMETS
The White Helmets also known as the Syrian Civil Defense is a Syrian born humanitarian organization dedicated to helping communities in Syria. The White Helmets implements projects in Syria since 2013. At present, the White Helmets portfolio spans 4 core business lines: Health, Search and Rescue, Early Recovery and Justice and Accountability. The WH implements its programs all over northwest Syria reaching a population of more than 4 million people. The White Helmets has support offices in Canada, Europe and Turkey with its head office based in Idleb, Syria.
The WH is seeking experienced consultant(s) to assist in policy and procedures reviews and develop new ones in various areas such as Governance, Finance, Logistics, Monitoring and Evaluation, Gender mainstreaming among others. This role will report directly to the Operations Manager.
Consultancy Description
In consultation with the relevant stakeholders, The Consultant will draft, review and facilitate the development of high-value policies and SOPs that A) is context relevant B) complies with the donor’s requirements and C) meet the best practices in the humanitarian work.
Key responsibilities:
- The Consultant will work in close coordination with the operations and compliance management to draft new policies and review and strengthen the current WH Policies.
- The Consultant will interview the relevant stakeholders to understand the needs and objectives, current practices, collect inputs, draft policies and incorporate feedback comments and suggestions.
- The Consultant will ensure that the Policies are in accordance with international standards of humanitarian principles and donors’ requirements.
- The Consultant will ensure that the policies are context relevant and gender sensitive.
- Other relevant duties as assigned..
Expected Deliverables
The key expected deliverables for the Policy Consultant include but not are limited to the following:
- High quality policy understanding and writing for a humanitarian organization

Required Qualification:
Skills and Experience Required:
- University degree level in political science, international affairs, humanitarian affairs, or related subject. Master’s degree preferred.
- Significant relevant humanitarian work experience in emergency settings required. Humanitarian experience in Syria preferred.
- Experience in incorporating into policies and training on gender and protection mainstreaming, beneficiary feedback models, emergency services/first responders, and humanitarian principles strongly preferred.
- Experience working with international donors required.
- Knowledge and familiarity of the Syrian humanitarian operating environment preferred.
- Fluency in English (both verbal and written), Arabic is a plus.
- Demonstrated competencies in teamwork, motivation, and commitment.
- Ability to work independently with less supervision.
- Previous experience working with remote teams.
- Good attention to details.
- Ability to work with tight deadlines.
