Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

The International Organization for Migration (IOM) Regional Office for Asia and the Pacific (ROAP) in Bangkok is covering 40 countries across the Asia and Pacific region. The key responsibility of the RO Bangkok is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within its region.

Under the overall supervision by the Senior Regional Policy & Liaison Officer (Sr. RPLO) and the direct supervision of the Regional Policy and Liaison Officer (RPLO) and in close coordination with the relevant thematic/unit heads, the successful candidate will provide support to Regional Office (RO) and Country Offices (COs) within the Asia and the Pacific Region with regard to maintaining regular contact with international, governmental and non-governmental partners, and contribute to regular national and regional migration dialogue and policy development in the region, in the context of IOM’s Strategic Vision, Migration Governance Framework (MiGOF), the Global Compact for Safe, Orderly, and Regular Migration (GCM) and IOM’s roles on the United Nations (UN) Migration Network and the UN system reform processes at regional and country levels, and the Agenda 2030 for Sustainable Development and other key global and regional frameworks relevant to migration.

Core Functions / Responsibilities:

  1. Assist the team with coordinating, consolidating, and preparing presentations, reports and regular communication with IOM Chiefs of Mission (CoMs), Regional Thematic Specialists (RTSs) and relevant Headquarters (HQ) departments on the Regional Policy and Liaison Unit (RPLU) related workstreams.
  2. Assist the team with support on the Global Compact for Migration and the Regional UN Network for Migration including coordination with relevant Network members to implement the Regional Network workplan activities, monitor progress and report back as needed.

  3. Provide key coordination to IOM’s roles related to the UN System reform including UN Regional Collaborative Processes (RCPs) including the Networking Group on Human Mobility, Migration and Urbanization and other relevant Issue Based Coalitions (IBCs) — entailing supporting the chairs/co-chairs on implementation of the workplan and periodic reporting. This includes development of reports, organize consultations and advocacy and communication campaigns, conducting and reviewing research reports and studies.

  4. Coordinate capacity building initiatives including rolling out the Global Frameworks Training for Asia Pacific region.

  5. Assist the team in development, review and roll-out of IOM Regional Strategy, sub-regional strategies and country strategies that are aligned to the IOM Strategic Vision and related Standard Operating Procedures (SOPs).

  6. Assist in monitoring and support migration-related Inter-State Consultation Mechanisms (ISCMs), including RCPs, and regional bodies including the ASEAN (ASEAN-IOM collaboration), South Asian Association for Regional Cooperation (SAARC), Pacific Island Forum (PIF) etc. together with the relevant COs.

  7. Support the team to coordinate with partners on the implementation and review processes of the 2030 Agenda for Sustainable Development including organization of the Asia Pacific Forum on Sustainable Development, coordination and liaison support to High Level Political Forum among others.

  8. Assist in gathering data/information that would contribute to developing new tools to enhance communication with the field, tracking of new trends and fundraising opportunities, gender requirements and provide project proposal development and review as needed.

  9. Assist in organizing events for the RO, e.g. Regional Policy Coordination Committee (RPCC), cross-regional meetings, RD/Chiefs of Mission meeting and other internal events, visiting delegations etc.

  10. Coordinate and build coherence and complementarities with the Regional Project Support Unit (RPDU) and other thematic areas of the ROAP.

  11. Provide relevant support to the overall implementation of Policy and Liaison Unit workstreams.

  12. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with two years of relevant experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience preferably in an international or non-governmental organization, and working in the field of policy and liaison;

• Experience in coordinating and liaising with other UN agencies, international organisations,

civil society and partners;

• Experience in training and capacity building;

• Experience in developing workplans, reports, project proposals and knowledge products;

• Experience in migration sector is an added advantage.

Skills

• In depth knowledge of the broad range of migration related subject areas dealt with by the

Policy and Liaison Unit of the Organization.

• Knowledge of UN and working collectively with other international organizations.

• Knowledge of Policy and Liaison workstreams such as GCM and 2030 Agenda for SDGs.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
