Context:

This position is located within the Executive Office of the Chief of Mission (CoM), under the direct supervision of the CoM, and in close coordination with Senior Resource Management Officer (SRMO) and the different Heads of Division and Support Unit Heads.

They will be expected to provide recommendations and improvements for the internal management of the mission, by supporting the CoM in developing and promoting advice on and policies relating to the management of one of IOM’s largest Missions globally.

With over 2,000 staff located across 16 Sub Offices, the incumbent will focus on facilitating good coordination practice across the mission and enhancing the Head of Sub Office structure.

The Policy and Coordination Officer will also act as the Focal Point for addressing and coordinating the raising of awareness and misconduct prevention mechanisms in the Country Office (CO).

Core Functions / Responsibilities:

  1. Strategically support the CoM in preparing policy documents, guidelines, reports, draft correspondence, briefs and talking points for meetings as required.

  2. Provide expert advice to the CoM and act as a focal point on various thematic areas within the Mission.

  3. Liaise with the Heads of Divisions, to promote further inter unit coordination, to enhance business processes, and to improve the overall effectiveness within the Mission.

  4. Deliver dedicated support to the 16 Heads of Sub Offices and 4 Regional Coordinators in their efforts to manage their geographical areas of operations.

  5. Establish timely and methodological reporting and analysis from all sub offices and produce recommendations for targeting areas where senior level intervention is required to promote good management.

  6. Travel to key field offices to directly support management staff, conduct assessments to provide recommendations for the Head of Sub Office, the SRMO, and other senior management. These assessments will highlight areas in need of improvements and the incumbent will coordinate the recommendations in line with an agreed upon workplan.

  7. Improve the accountability and integrity of staff towards all beneficiaries, partners, authorities, and other staff by providing dedicated trainings and promoting the Codes of Conduct.

  8. Provide clear information channels for safe and confidential flows of information, encouraging staff to report misconduct and raising awareness for the relevant reporting channels at IOM. Maintaining strong links with Office of the Inspector General is therefore important.

  9. Perform such other duties as may be assigned by the Chief of Mission.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Global Governance, Humanitarian Affairs, Development Studies, Peace and Conflict Studies, Ethics, Public Policy, or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Progressive work experience in Management and Administration with a substantial focus on Reporting and Policy Development;

• Experience in preparing reports, statistics and coordinate administrative activities;

• Experience at an international level with specialized international agencies (UN Agencies, International Organizations, and International specialized NGOs) and in complex humanitarian operations is essential;

• Experience in working in crisis prevention and the ability to process confidential information is desirable;

• Proven experience in designing, implementing, and establishing change through strategies or frameworks within an international institution;

• Experience in the Region an advantage.

Skills

• Excellent writing, communication, and negotiation skills;

• Ability to prepare clear and concise reports.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is desirable.
